Quick Summary (Read This First)
- The Federation of National Postal Organisations (FNPO) has written a letter to the Secretary, Department of Posts, Dak Bhawan, New Delhi.
- Letter Number: FNPO/5 Day week/VOs/POPSK
- Letter Date: 10.09.2026
- Signed by: Sivaji Vasireddy, Secretary General, FNPO
- Main Subject: Non-observance of five-day work week for staff working in POPSKs and deployment of Verification Officers at POPSKs.
This is important news for all India Post staff, especially Postal Assistants working in Post Office Passport Seva Kendras (POPSKs).
What Is a POPSK?
- POPSK stands for Post Office Passport Seva Kendra.
- These centres work inside post offices.
- Passport application work is done here.
- Department of Posts staff and Passport Office staff work together at POPSKs.
- A MoU (Memorandum of Understanding) decides the working rules of POPSKs.
Issue No. 1: Five-Day Working Week Not Being Followed
What the MoU says:
- As per the MoU, staff deployed in POPSKs must work five days a week.
- Saturday should be a holiday for POPSK staff.
What is actually happening:
- FNPO says some Circles are not allowing Saturday as a holiday.
- Maharashtra Circle has been specially mentioned in the letter.
- Because of this, the rule is being followed in some Circles and not followed in others.
- This creates non-uniform implementation of agreed working conditions.
What FNPO has demanded:
- Suitable instructions should be issued to all Chief Postmasters General.
- Maharashtra Circle should also be included in these instructions.
- There must be uniform observance of the five-day working week for all POPSK staff.
Issue No. 2: Verification Officers Being Withdrawn from POPSKs
What the MoU says:
- Verification Officers (VOs) must be available at POPSKs.
- VOs verify important documents.
- Passport work is sensitive work, so document verification is very important.
What is actually happening:
- Certain Regional Passport Authorities are deploying Verification Officers elsewhere.
- The reason given is shortage of staff.
Why FNPO is objecting:
- If Verification Officers are withdrawn, their duties will shift to Department of Posts staff.
- Then one extra Postal Assistant will have to be deployed at every POPSK.
- This will increase the manpower shortage in Head Post Offices.
- Public services in operative offices will be badly affected.
The Two Main Requests Made by FNPO
The Federation has requested the competent authority to issue necessary instructions to all Heads of Circles for:
- Uniform implementation of the five-day working week for all staff working in POPSKs, by allowing Saturday as a holiday wherever applicable under the MoU.
- Taking up the matter with the Passport Authorities to ensure the continued deployment of Verification Officers at all POPSKs as written in the MoU.
The letter ends with a request for early and favourable action.
Why This News Matters for India Post Employees
- POPSK duty is mostly done by Postal Assistants (PA).
- Many of these Postal Assistants are promoted staff — from GDS to MTS, then MTS to PA, or Postman to PA.
- If manpower shortage increases in Head Post Offices, workload will increase for everyone.
- Working conditions, holidays and duty hours directly affect study time for departmental exam aspirants.
- Every candidate preparing for the India Post Departmental Exam should follow such circulars and union letters regularly.
