What Is This Update About?
The Parcel Directorate, Department of Posts, New Delhi issued an important letter on 24 September 2026 (F.No. 39-04/2025-PD) to all Chief Postmaster Generals.
The subject is the rationalization of the L1/L2 Parcel Hub Network under the Mail Parcel Optimization Project (MPOP).
In simple words, India Post is reorganising how parcels move across the country. Some big hubs are being made smaller, and some smaller hubs are getting more power to send parcels directly to other circles.
How Did This Decision Come About?
- On 24.08.2026, the Parcel Directorate proposed:
- Downgrading 19 L1 Parcel Hubs to L2 status
- Allowing 52 L2 Parcel Hubs to close bags directly to other circles
- Circles were asked to send their comments.
- A video conference was held on 28.08.2026 to discuss issues.
- After checking all feedback, the Directorate decided to go ahead with the plan.
The order was issued with the approval of Member (Operations) and signed by Syed Fraz Haider Nabi, Deputy General Manager, Parcel Directorate.

About the 127 L2 Parcel Hubs
Each L2 hub is now mapped to an L1 hub. A few examples:
- Punjab: Amritsar → Jalandhar, Bhatinda → Ludhiana, Patiala → Chandigarh
- Haryana: Hisar → Rohtak, Karnal → Ambala, Sonepat → Rohtak
- Rajasthan: Kota, Sikar, Udaipur, Ajmer, Alwar → Jaipur; Bikaner, Falna, Sri Ganganagar → Jodhpur
- Uttar Pradesh: Meerut, Saharanpur → Ghaziabad; Varanasi → Prayagraj; Gorakhpur → Lucknow
- Jammu & Kashmir: Leh → Delhi

Direct Bag Closure: What’s New?
This is the biggest change. 52 L2 hubs can now close bags directly to L1 hubs of other circles. Earlier, this was not allowed.
Some examples:
- Punjab (Amritsar, Bhatinda, Patiala): Direct to L1 hubs of Haryana, Rajasthan, Himachal Pradesh and Delhi
- Haryana (Karnal): Direct to L1 hubs of Punjab, Uttar Pradesh and Delhi
- Haryana (Hisar): Direct to L1 hubs of Punjab, Rajasthan and Delhi
- North East (Dimapur, Shillong, Aizawl, Itanagar, Agartala): Direct to Delhi, Mumbai, Hyderabad, Chennai, Bengaluru, Kolkata, Siliguri and all Assam hubs
- Uttar Pradesh (Meerut): Direct to L1 hubs of Delhi, Haryana, Uttarakhand and Rajasthan
Important points:
- Direct bagging will happen only where parcel volume and connectivity justify it.
- It will be reviewed after six months based on actual traffic.
- L2 hubs can still close bags directly to L1/L2 hubs within their own circle, as before.
Note: A few entries in the annexures appear slightly different from each other (for example, Port Blair is shown as an L1 hub in Annexure-I and as an L2 hub in Annexure-III, and Tiruvalla is listed under Kerala in Annexure-II but under Tamil Nadu in Annexure-III). Please check the official order or your Circle Office for clarity.
What Circles Must Do
- Update the DMSL: Prepare or update the Due Mail Sorting List for all L1 and L2 hubs as per the new network.
- Update PIN code mapping: Collect details from field units and update the PIN code-to-hub mapping through the Circle Office only.
- Send confirmation to the Parcel Directorate.
- The final mapping will be shared with CEPT, Mysuru for updating in APT 2.0.
Deadline: DMSL and PIN code mapping must be confirmed by 30.09.2026.
This is a time-bound exercise.
