Introduction

If you book a registered letter, Speed Post or parcel at a post office in Uttar Pradesh, get ready to share your mobile number and the receiver’s mobile number too.

The Office of the Chief Postmaster General, UP Circle, Lucknow, has issued strict instructions to all booking offices. The mobile number and complete address of both the sender and the recipient must now be captured at the time of booking accountable mail and parcels, both in the system and on the article itself.

Quick Summary

  • Issued by: O/o CPMG, UP Circle, Lucknow – 226001
  • Letter No.: SOR/Misc. Ruling/2026/2
  • Date: 14.10.2026 (as e-signed)
  • Signed by: Assistant Director (Parcel), UP Circle
  • Based on: Directorate letter No. 30/18/2025-D-DOP-Part (2) dated 01.09.2026
  • Sent to: PMsG of Agra, Bareilly, Gorakhpur, Kanpur, HQ Region, Prayagraj and Varanasi Regions, and DPS Ghaziabad
  • Further circulated by: Lucknow Division, vide No. G-I/Mail/Gen. Corr./2026-27 dated 15.10.2026

Why Was This Order Issued?

The Postal Directorate had already made this rule mandatory through its letter dated 01.09.2026, which UP Circle circulated on 07.09.2026.

But the CPMG, UP Circle, found that:

  • The rule was not being followed uniformly at booking offices.
  • Missing mobile numbers and incomplete addresses can hurt booking and delivery quality.
  • This leads to more returned and redirected articles.

The matter has been taken seriously, and the Circle has now reissued the instructions with a firm warning.

What Exactly Is the Rule?

At the time of booking accountable mail and parcels, the booking office must capture:

  • ✅ Sender’s mobile number
  • ✅ Sender’s complete address
  • ✅ Recipient’s mobile number
  • ✅ Recipient’s complete address

This information must be entered:

  • In the system (booking software), and
  • On the article itself

Exemptions: Only the cases specifically exempted in the Directorate’s letter dated 01.09.2026 are allowed. No other exceptions.

Instructions to Officers

  • Regional and Divisional heads must take immediate action and issue instructions to all divisional offices and booking offices.
  • Booking staff must be made aware of the Directorate’s instructions.
  • Strict compliance must be ensured at every booking office.
  • Close monitoring will be done to make sure the rule is followed everywhere.
  • Any repeat of non-compliance will be viewed seriously.

In Lucknow Division, copies have been sent to the Sr. Postmaster Lucknow Chowk HO, all ASPOs, all PRI(P)s / Marketing Executives and all SPMs.

What This Means for Customers

If you are sending an accountable article or parcel, keep these things ready before going to the counter:

  • Your own mobile number
  • The receiver’s mobile number
  • Full address of both, including PIN code, landmark and house number

How it helps you:

  • 📱 Faster delivery, since the postman can call the receiver if needed
  • 📦 Fewer returned or misdelivered parcels
  • 🔔 Better tracking updates and SMS alerts
  • 🤝 Easier contact in case of any problem with the article

Why This Matters for Postal Employees and Aspirants

For Postal Assistants, SPMs and counter staff, this is now a strict duty. Skipping these details at the counter can lead to action.

For exam aspirants, this is a good example of how booking and delivery rules are updated through circulars. Questions on booking of accountable articles, parcels and postal operations are common in exams like:

  • MTS to PA Departmental Exam
  • Postman to PA Departmental Exam
  • Postal Assistant Exam and PA SA Departmental Exam
  • GDS to MTS and GDS to Postman exams (general awareness and postal knowledge)

Quick prep tips:

  • Keep a notebook of recent India Post Circulars with dates and letter numbers.
  • Revise topics like accountable articles, registration, Speed Post and parcel rules.
  • Practise with India Post Mock Tests and India Post Previous Year Question Papers.
  • If you’re aiming for promotion, structured MTS to PA Online Classes or Postman to PA Online Classes can help you cover postal operations properly.
