Introduction

A Revised Standard Operating Procedure (SOP) has been issued for the migration of NPS pensioners. It explains how provisional pension payments will now be turned into regular pension payments.

This SOP comes under Rule 10 of the CCS (Implementation of NPS) Rules, 2021. Under this rule, all provisional payments must be regularised. The Provisional Pension Payment Order (PPPO) will be cancelled, and a regular Pension Payment Order (PPO) will be issued by the concerned Pay and Accounts Office (PAO).

This update matters to many central government employees, including India Post staff who joined service under the NPS, and to families receiving provisional family pension.

Who Does What: A Quick Look

OfficeMain Role
CPAOStarts the process, provides the PPO number utility, verifies the new PPO, stops PPPO payments, and sends papers to the bank’s CPPC
PAOCollects records, prepares the new PPO and SSA, and sends them to CPAO
Head of OfficeSends the Service Book and other documents to the PAO
CPPC (Bank)Starts pension payment under the new regular PPO

Step-by-Step Process Under the Revised SOP

Stage 1: CPAO Starts the Process

  • Step 1: CPAO sends a scanned copy of the Disburser Portion of the PPPO directly to the concerned PAO. CPAO keeps the original copy until the case is finalised.
  • Step 2: CPAO gives PAOs a utility (software tool) to generate PPO numbers for these cases.

Stage 2: PAO Collects Documents

  • Step 3: After receiving the scanned PPPO, the PAO asks the Head of Office for the employee’s Service Book and other required documents.
  • Step 4: The Head of Office sends these documents with a forwarding letter. The letter states that the provisional pension or family pension of the employee will be regularised as per the CCS (Implementation of NPS) Rules, 2021.

Stage 3: PAO Prepares the New PPO

  • Step 5: The PAO generates a new PPO number using the CPAO utility and prepares a PPO against each PPPO.
  • Step 6: The new PPO and SSA will also show the old PPPO number and the PRAN number (as per Annexure-A).
  • Step 7: The PAO cross-checks all details with available records and with the authority it had earlier issued for the PPPO.
  • Step 8: The PAO sends both halves of the PPO to CPAO along with the Special Seal Authority (SSA). This is the same method used for normal pension cases under the CCS (Pension) Rules. The PAO must also make sure that a PPO is issued for every PPPO.

Stage 4: CPAO Verifies and Forwards

  • Step 9: CPAO checks all entries in the new PPO against the documents and PPPOs it already holds.
  • Step 10: After verification, CPAO processes the PPO and sends it to the CPPC. At this stage:
    • CPAO stops payment under the PPPO immediately.
    • The last payment certificate is recorded in the old PPPO and in the new PPO/SSA.
    • CPAO mentions in its SSA the date from which the CPPC will start paying the pension or family pension.
  • Step 11: CPAO sends the new PPO, SSA, Last Pay Certificate, and other supporting documents in original to the concerned CPPC. This includes both the old SSAs and the new ones received from the PAO. CPAO keeps scanned copies of the full set of old and new documents for its records.

What This Means for Pensioners and Families

  • No break in pension is intended. CPAO stops PPPO payments only when the new PPO is ready to go to the bank, and it records the start date for payments under the new PPO.
  • Your old PPPO number and PRAN will appear on the new PPO, so your records stay linked.
  • Your Service Book is key. Make sure your Head of Office has your complete and updated Service Book.
  • Keep copies of your documents, including your PPPO, PRAN details and any letters from your office.
  • If your payment is delayed, contact your Head of Office or the concerned PAO first.

Why India Post Employees Should Know This

Many employees in the Department of Posts, from MTS and Postmen to Postal Assistants and officers, are covered under the NPS. Families of employees who received provisional pension under the NPS rules may be directly affected by this SOP.

Understanding pension rules is also useful for departmental exams. Topics on CCS Rules, pension and service matters often appear in:

  • Postman to PA Departmental Exam
  • MTS to PA Departmental Exam
  • GDS to MTS Departmental Exam
  • Higher India Post Promotion Exams

For better preparation, practise with India Post Previous Year Question Papers, take regular India Post Mock Tests, and follow updated India Post Study Material.
