Letter at a Glance
- Letter No.: Y-41/19/2026-PE-II-DOP
- Issued by: Department of Posts, Establishment Division, Dak Bhawan, New Delhi
- Date: 28.10.2026
- Signed by: Shri Dushyant Mudgal, DDG (Establishment)
- Sent to: All Heads of Postal Circles
- Subject: Clarification on implementation of the Common Organizational Structure
Clarification 1: Role of PMG Logistics / DPS Logistics
Doubt: Will PMG Logistics or DPS Logistics work inside the Circle, or act as a separate RMS Region?
Answer:
- PMG/DPS Logistics will be the Regional Head for the RMS unit.
- They will control all RMS Divisions, Foreign Post Office, International Business Center, MMS Units, processing hubs and other logistics offices in the Circle.
- Transfer, posting, staff, service and disciplinary matters of these units will be handled by the Head-Logistics office, as per rules and delegated powers.
Clarification 2: AD (Mails, Parcel and CCS) Gets a New Name
Doubt: Head-Logistics already handles Mail and Parcel. So what will AD (Mails, Parcel and CCS) under DPS (HQ) do?
Answer:
- The Mails, Parcel and IR vertical (both bulk and retail) will be headed by the Head-Logistics.
- Targets and instructions on Mails, Parcel and IR will go to Divisions from Head-Logistics (earlier done by APMG Mails & BD in some circles).
- AD (Mails, Parcel and CCS) will now be called AD (CCS).
- Other Circle Office branches can also be given to AD (CCS), or CCS work can go to another group officer.
Clarification 3: Marketing & Sales Team
Doubt: The Marketing and Sales vertical was created by letter dated 06.07.2026. Will this team work under Head-Sales?
Answer:
- Head-Sales will give targets and strategy for Mails, Parcel and IR to the Marketing and Sales team through the Divisions.
- Targets for CCS, SB and PLI will come through DPS (HQ) and the Divisions.
- Monitoring will happen through the usual supervisory setup.
Clarification 4: Fewer Group Officers, More Branches
Doubt: Our Circle has fewer Group Officers than branches. How do we manage?
Answer: The number of branches alone should not be the measure. Branches should be shared based on the nature and volume of work. The Department also wants Circles to follow the Government’s “Minimum Government, Maximum Governance” idea and the Cabinet Secretariat OM dated 16.06.2026 on flatter structures.
Circles must do two things:
A. Decide the right level for each matter
- List all subjects handled at Circle, Region and Division level.
- Fix who will decide each subject โ CPMG, PMG, DPS, APMG, AD, SSPOs, SPOs, ASPOs or IP.
- Issue office-level orders for this.
B. Cut down extra processing levels
- Map how files move today.
- Find the steps that are not needed.
- Remove them, without skipping required checks and approvals.
Example of faster file movement:
| Existing Processing | Revised Processing (any one) |
|---|---|
| OA โ Supervisor โ IP/ASP โ APMG/AD โ DPS | OA โ Supervisor or IP/ASP โ APMG/AD โ DPS/PMG<br>OA โ IP/ASP โ DPS/PMG<br>OA โ APMG/AD โ DPS/PMG<br>OA โ IP/ASP โ APMG/AD |
| OA โ Supervisor โ IP/ASP โ SSPO/SP | OA โ Supervisor or IP/ASP โ SSPO/SP<br>OA โ SSPO/SP<br>OA โ IP/ASP |
This will mean faster decisions, less duplicate work and better efficiency.
Clarification 5: How Many ADs in a Regional Office?
Two simple models have been fixed:
| Model | Group Officers (ADs) | IP/ASPs | For Regions with |
|---|---|---|---|
| Model-1 | 2 | 3โ4 | 6 or fewer Divisions |
| Model-2 | 3 | 4โ5 | More than 6 Divisions |
- Circles can also consider revenue potential, staff strength and workload.
- Some branches can be given directly to IP/ASP level, so Group Officers can focus on bigger decisions.
- No unnecessary layers of supervision should be created.
Clarification 6: What Happens to Dy. SPOs, SRM (HQ) and Superintendent (Sorting)?
Doubt: These posts are not shown in the new structure for Postal and RMS Divisions. Will they continue?
Answer: Yes, they will be used. To make good use of PS Group ‘B’ posts, Circles will redeploy Dy. SPOs, SRM (HQ) and Superintendent (Sorting) posts to the newly created Regions and Divisions of the Logistics Vertical.
