Major Structural Changes Explained
(A) Head of Region
- Each Region will now have only one designated Head of Region.
- This post can be held at either Junior Administrative Grade (JAG) or Senior Administrative Grade (SAG) level.
- This step supports the Government’s vision of “Minimum Government, Maximum Governance” by reducing unnecessary layers.
(B) Head – Logistics
- A new post of Head – Logistics will be created in every Circle.
- This officer will be responsible for mail processing, logistics operations, and sales activities related to Mail, Parcel, and International Mail.
- All Railway Mail Service (RMS) Divisions and Mail Motor Service (MMS) Units will function under this post.
(C) Head – Sales
- A dedicated Head – Sales post will be established in every Circle.
- This officer will handle marketing, sales strategy, business development, and revenue targets.
- The Head – Sales will report directly to the Head – Logistics.
(D) Group Officers at Circle Level (APMGs/ADs)
- Officer portfolios at the Circle Office will now follow a standard structure covering areas like Vigilance, Logistics, PLI, Financial Services, Recruitment, Marketing, Estates, and Legal.
- In smaller Circles, some branches may be combined, but the overall hierarchy must stay intact.
(E) Group Officers at Regional Level
- A similar standardized structure will apply at Regional Offices, covering Logistics, Financial Services, Vigilance, Estates, Marketing, and HRD functions.
(F) IPs/ASPs at Divisional Level
- Divisional Offices will follow a standard team structure for Inspectors of Posts (IPs) and Assistant Superintendents of Posts (ASPs).
- Divisions with high logistics potential will get an extra IP/ASP dedicated to logistics and business development.
(G) RMS Organization Structure
- Each RMS Division may get three IPs/ASPs, responsible separately for:
- Operations
- Administration
- Transportation
- One or two additional IP/ASP may also be designated for inspections and field visit monitoring.
