India Post Directorate Replies on Target Pressure, RTN Fuel Waste and MMS Vacancies — Key Points for GDS and Departmental Employees

Published on: 08 August 2026 Category: India Post News | GDS Employees | Departmental Employees | Staff Welfare Type: Annexure to meeting minutes — issues raised and Directorate comments

What This Document Is

This is an Annexure to the record of a meeting between a recognised service association and the Postal Directorate. It lists the issues raised by the association on one side and the official comments of the Directorate on the other.

Each reply is marked with the Division that answered it — SR Division, Parcel Directorate / Mail Division, and so on.

A note before you read on: the page available covers three issues, and the third reply is cut off mid-sentence. Additional issues and the full text of item 3 are on the following pages of the original document.

Issue 1: Target Pressure on Departmental and GDS Employees

What the association demanded: Stop the exploitation of departmental and GDS employees in the name of targets, immediately.

What the Directorate replied:

  • Targets are allotted to Circles, not to individuals
  • These targets are fixed after thorough examination in a scientific manner
  • No direct targets are assigned to departmental and GDS employees
  • If there are cases of malpractice, those may be brought to notice
  • The Directorate may then take up the matter with the concerned Circle for necessary action

Answered by: SR Division

What this actually means for you

This is the single most useful reply on the page for ordinary staff.

The Directorate has put it on record that individual targets are not officially assigned to departmental employees or GDS. If pressure is being applied at your Divisional or Sub-Divisional level in the form of personal targets, that is not backed by any Directorate instruction.

The reply also gives a clear route: document it and report it through your association, so it can be escalated to the Directorate and taken up with the Circle.

Issue 2: Road Transport Network (RTN) and Fuel Wastage

What the association demanded: Stop unnecessary fuel expenses and wastage by discontinuing the Road Transport Network (RTN) for Mail Service.

What the Directorate replied:

  • The Department follows a multimodal transportation approach for transmitting parcels
  • India Post Parcels are prescribed to move through surface modes — road, rail and waterways
  • Speed Post parcels are generally transmitted by air, except where surface transport offers a transit time advantage
  • RTN was introduced to complement, not replace, the existing transportation network including RMS
  • RTN gives scheduled and dedicated road connectivity, particularly in sectors where direct rail connectivity is unavailable, insufficient, or fails to meet prescribed delivery timelines

The important concession: the Directorate has agreed that specific issues and routes discussed in the meeting may be submitted for further re-examination. The train numbers named in the reply are:

  • 11057 / 11058
  • 12093 / 12094
  • 13005 / 13005
  • 12137 / 12138

Answered by: Parcel Directorate / Mail Division

What this means

The demand to scrap RTN altogether was not accepted. But the door has been left open on individual routes. If a particular RTN route is duplicating an existing rail link and wasting fuel, that route can be submitted with details for re-examination.

This is a practical outcome — route-by-route review rather than a blanket rollback.

Issue 3: Mail Motor Service Vacancies and the Civil Wing Dying Cadre

What the association demanded: Fill all vacant posts in the Mail Motor Service (MMS) immediately, and abolish the dying cadre in the Civil Wing by filling all vacancies.

What the Directorate replied:

  • Recruitment is a continuous process, carried out regularly through DR (Direct Recruitment), DPC (Departmental Promotion Committee) and DE (Departmental Examination)
  • The Directorate stated that the association had not informed it about the specific vacant posts in the MMS cadre that need filling
  • It was decided in the meeting that details of vacancies — MMS Driver and Artisans — will be sought from all Circles by the SR Section in a prescribed proforma
  • The matter will then be referred to the concerned functional Division for necessary action
  • On the dying cadre in the Civil Wing, the reply refers to a Cadre Review proposal(the text is cut off at this point in the available page)

Note: the remainder of this reply continues on the next page of the original document.

What this means

A concrete action point has come out of this: SR Section will collect MMS Driver and Artisan vacancy data from every Circle in a fixed format. That is the first real step towards filling those posts.

For staff in MMS, the practical takeaway is to ensure your Division actually reports its vacancy position correctly when the proforma arrives. Under-reporting at Division level is how vacancies stay invisible at Directorate level.

Why Employees Should Follow These Meeting Records

Association meeting minutes are one of the most underused sources of information for postal staff. They tell you:

  • What the official Directorate position is on an issue, in writing
  • Which Division is responsible for a subject, so representations go to the right place
  • What action has actually been committed to, as opposed to what was merely discussed
  • Which demands were rejected, so you do not keep repeating a closed argument

When you file a representation, quoting the Directorate’s own recorded reply is far stronger than quoting a general grievance.

Frequently Asked Questions

Q1. Can my Divisional Office assign me a personal business target? The Directorate has stated that targets are allotted to Circles and that no direct targets are assigned to departmental and GDS employees. Any individual target pressure should be raised through your association.

Q2. Is RTN being discontinued? No. The Directorate has said RTN complements the existing network including RMS. Only specific routes can be submitted for re-examination.

Q3. Will MMS vacancies be filled now? The immediate decision is that vacancy details for MMS Drivers and Artisans will be collected from all Circles in a prescribed proforma, after which the matter goes to the functional Division.

Q4. Where is the rest of the document? This page covers three issues and the third reply continues on the next page. Check with your association unit or Divisional Office for the complete annexure.

Q5. Does this affect GDS promotion exams? No. This annexure deals with service and operational issues. Departmental promotion exams such as GDS to MTS, GDS to Postman / Mail Guard and MTS to PA/SA follow a separate process.

For GDS and Departmental Staff Preparing for Promotion

Service issues are important, but promotion is what changes your pay level permanently.

  • GDS to MTS — the most common first promotion
  • GDS to Postman / Mail Guard — the alternative route
  • MTS to PA/SA and Postman to PA/SA — through the Limited Departmental Competitive Examination
  • PA to LSG — the first supervisory grade

Start with previous year question papers, keep a fixed daily study slot, and take a full-length mock test every week.
