What Is an Internal Complaints Committee?
For anyone unfamiliar with the term, here is the plain explanation:
- The POSH Act, 2013 requires every workplace with 10 or more employees to constitute an Internal Complaints Committee.
- The ICC receives and inquires into complaints of sexual harassment of women at the workplace.
- Under Section 4 of the Act, the committee must include:

- At least two members from among employees, preferably committed to the cause of women or with relevant experience

Why This Memo Matters
This is not a routine administrative note. It matters for three practical reasons:
- A committee only works if people know it exists. Many employees never learn the names of their ICC members. This memo makes them public within the Circle.
- Re-constitution keeps the committee valid. An expired or improperly constituted committee can weaken the redressal process. Updating it protects employees.
- The earlier committee stands superseded. If you were referring to the 26.09.2024 list, that list is no longer current. The names above are the ones now in office.
What Employees Should Know
- Complaints can be made in writing to the ICC. The Act provides for assistance if a woman is unable to make a written complaint herself.
- A complaint should normally be filed within three months of the incident, extendable by a further three months where the committee is satisfied that circumstances prevented earlier filing.
- Confidentiality is protected under the Act. Section 16 restricts publication of the contents of a complaint, the identity of the parties, and the inquiry proceedings.
- The Act protects against retaliation. Adverse treatment of a complainant or witness for having raised a complaint is itself actionable.
- Conciliation may be offered at the woman’s request before an inquiry begins, but it cannot be based on a monetary settlement alone.
