Terms of Reference (ToR) of the Committee

The Committee has been given a detailed set of tasks to examine. In simple terms, the Committee will look into:

The existing sanctioned strength and cadre structure of the Postal Service Group ‘B’ cadre at all levels, based on operational and administrative needs.
The functional requirements of the Department in view of digital transformation, technology-driven operations, logistics, financial services, and other strategic initiatives.
The need for creation, abolition, upgradation, downgrading, redeployment, or redistribution of posts based on organizational priorities.
The roles and responsibilities of comparable cadres, including IP/ASP cadre and Group ‘A’ and Group ‘B’ Divisional Heads, to explore better deployment options.
The existing promotional avenues and career progression opportunities for officers of the Postal Service Group ‘B’ cadre.
The existing recruitment pattern, promotional hierarchy, and feeder cadres of the Postal Service Group ‘B’ cadre, with recommendations for modifications if required.
The administrative and financial implications of any proposed cadre structure, keeping recommendations financially prudent.
Consultation with concerned Divisions, Postal Circles, and other stakeholders before finalizing recommendations.

Timeline for the Report

The Committee has been directed to submit its Report within three months from the date of issue of this Office Order. This memorandum has been issued with the approval of the Secretary (Posts).
