This is not an error in the letter and it is not an omission by the Region. It reflects the rule position: vacancies under the Departmental Promotion Quota do not carry OBC and EWS reservation. In departmental promotion, only SC and ST vertical reservation applies, along with horizontal PwBD reservation.
For a serving official this has a very practical meaning: if you belong to the OBC category, in the DP stream you compete in the open field. In the DR stream, OBC reservation is available — but DR is open recruitment from outside, not promotion.
The same rule position was stated in plain words in the Andhra Pradesh Circle LGO result circular of August 2026, which recorded that no reservation for OBC and EWS categories is applicable for vacancies under the Departmental Promotion Quota. Two circles, two documents, same rule.
Five Mail Guard Vacancies Are on Hold
