What This Document Is
This is an Annexure to the record of a meeting between a recognised service association and the Postal Directorate. It lists the issues raised by the association on one side and the official comments of the Directorate on the other.

Issue 1: Target Pressure on Departmental and GDS Employees

What this actually means for you
This is the single most useful reply on the page for ordinary staff.
The Directorate has put it on record that individual targets are not officially assigned to departmental employees or GDS. If pressure is being applied at your Divisional or Sub-Divisional level in the form of personal targets, that is not backed by any Directorate instruction.

Issue 2: Road Transport Network (RTN) and Fuel Wastage
What the association demanded: Stop unnecessary fuel expenses and wastage by discontinuing the Road Transport Network (RTN) for Mail Service.
What the Directorate replied:
- The Department follows a multimodal transportation approach for transmitting parcels
- India Post Parcels are prescribed to move through surface modes — road, rail and waterways
- Speed Post parcels are generally transmitted by air, except where surface transport offers a transit time advantage
- RTN was introduced to complement, not replace, the existing transportation network including RMS
- RTN gives scheduled and dedicated road connectivity, particularly in sectors where direct rail connectivity is unavailable, insufficient, or fails to meet prescribed delivery timelines

What this means
The demand to scrap RTN altogether was not accepted. But the door has been left open on individual routes. If a particular RTN route is duplicating an existing rail link and wasting fuel, that route can be submitted with details for re-examination.
This is a practical outcome — route-by-route review rather than a blanket rollback.
Issue 3: Mail Motor Service Vacancies and the Civil Wing Dying Cadre
What the association demanded: Fill all vacant posts in the Mail Motor Service (MMS) immediately, and abolish the dying cadre in the Civil Wing by filling all vacancies.
What the Directorate replied:
- Recruitment is a continuous process, carried out regularly through DR (Direct Recruitment), DPC (Departmental Promotion Committee) and DE (Departmental Examination)
- The Directorate stated that the association had not informed it about the specific vacant posts in the MMS cadre that need filling
- It was decided in the meeting that details of vacancies — MMS Driver and Artisans — will be sought from all Circles by the SR Section in a prescribed proforma
- The matter will then be referred to the concerned functional Division for necessary action
