What Is the News in Simple Words
The Department of Posts has released a new Standard Operating Procedure (SOP) on 21 September 2026.
In simple language:
- Some candidates selected in GDS Online Engagement had big differences in their documents.
- Their Class 10 marksheet showed one name, one date of birth, one father’s name.
- Their Aadhaar and other IDs showed something different.
- The Department found this serious. So now every Circle has clear rules to check such cases.
This matters to every postal aspirant, because the same identity documents are used later in GDS to MTS Departmental Exam, GDS to Postman promotion, and MTS to PA or Postman to PA exams too.
Why the Department Took This Step
The memo explains the reason clearly:
- Class 10 marksheet is the main legal base for merit and eligibility in GDS.
- If someone changes the name, hides the real age, or uses someone else’s identity, it is a serious breach of the engagement notification.
- So the Department wanted one common practice across all Circles – Punjab, Haryana, Delhi, UP, Bihar, Rajasthan, MP, Maharashtra, Gujarat, Tamil Nadu, Karnataka, Kerala, Odisha, Assam and West Bengal.
5 Triggers: When an Inquiry Will Start
The SOP gives a list of warning signs. If an Engaging Authority sees any of these, an inquiry can begin.
1. Age on paper does not match the face
- The candidate looks clearly older or younger than the DOB written in the matric certificate.
2. Cross-state education and address mismatch
- Candidate applies in one state but has Class 10 from a far-off board with unusually high marks.
- Addresses are different in different ID databases.
- The candidate cannot speak the basic local language.
- Example given in the memo: a candidate from UP selected in Tamil Nadu with no local language ability.
3. Mismatch across main documents
- Name, father’s name or DOB is different in Class 10 marksheet, caste certificate, Aadhaar, PAN, Voter ID, Passport or bank passbook.
4. Strange school timeline
- Class 10 completed at a very young or very late age without reason.
5. Photo does not match
- The photo in the online application, the photo on certificates, the photo on ID cards, and the person standing in front are not looking like the same person.
The memo says this list is only indicative, not final. Other situations can also lead to inquiry.
Step 1: Joining Can Be Put on Hold
If any doubt arises:
- The Engaging Authority can immediately hold the provisional engagement or joining formalities.
- The hold stays till the inquiry is over.
- The candidate must be informed in writing, with the reason clearly mentioned.
Step 2: Pre-Inquiry – Extra Documents Can Be Asked
Before starting a full inquiry, the officer can ask for more papers.
a) Aadhaar demographic update history
- The candidate has to download it from myAadhaar login in front of the officer.
- This shows all past changes in name, parentage and DOB.
- Important legal point from the memo: under Section 33(1) of the Aadhaar Act, 2016, the Department cannot directly ask UIDAI for data. Only a High Court or higher court order can allow that. So the candidate has to submit it himself.
b) Legal proof of identity change
- Gazette notification for name change
- Registered adoption deed
- Court decree or affidavit with old newspaper advertisement, attested by a Judicial or Executive Magistrate
- Marriage certificate or gazette publication for surname change after marriage
c) At least two more government photo IDs
- PAN Card
- Voter ID (EPIC)
- Driving Licence
- Valid Indian Passport
- Government / State / PSU / institution ID card
- SSE roll number, if available
d) School records before and after Class 10
- Class 8 marksheet or Transfer Certificate with original DOB, father’s name and first admission date
- Class 12 marksheet and pass certificate
- School Leaving Certificate or Character Certificate from the matriculation school
Step 3: Full Inquiry Procedure
If the officer is still not satisfied:
- Show Cause Notice – issued within 7 days of the hold. The candidate gets 7 days to reply in writing with proof.
- Personal Hearing – given if the candidate asks for it, or if the officer feels it is needed.
- Field Verification – a quiet local inquiry at the permanent address to confirm real parentage and school history.
- Parallel Check – document verification and antecedent verification continues side by side. Any bad report will also be counted.
Step 4: Final Result of the Inquiry
Case A – Genuine or clerical mistake
- Small spelling errors, or a legally done change (like a gazette-based surname change after marriage)
- Result: hold order is removed and engagement is allowed
Case B – Deliberate fraud or identity disguise
- If records were manipulated, age hidden to fit eligibility, or fake certificates given:
- Before final engagement – candidature cancelled with a speaking order
- After provisional engagement – termination under Rule 8 of the Gramin Dak Sevaks (Conduct and Engagement) Rules, 2020
- FIR under relevant sections of BNS
- Details sent to CEPT to blacklist the candidate from all future GDS engagement cycles
What Should You Do Now (Simple Checklist)
If you are a GDS aspirant or already a GDS working towards promotion:
- Open your Class 10 marksheet and your Aadhaar side by side. Check name spelling, DOB and father’s name.
- Get small spelling mistakes corrected now, through the proper board or Aadhaar process.
- Keep a gazette copy or court affidavit ready if your name has changed legally.
- Keep your Class 8 TC, Class 12 marksheet and School Leaving Certificate safe.
- Never hide or change your real date of birth. The penalty is now FIR plus permanent blacklisting.
- Clean documents are also needed later for GDS to MTS Form Apply Online, GDS to Postman and MTS to PA promotion exams.
