What Is LSG (General Line)?
For anyone new to the postal hierarchy, here is the simple version.
- Postal Assistant (PA) is the base cadre in the operative side
- LSG — Lower Selection Grade is the first supervisory promotion above PA
- General Line means the normal operative stream (as distinct from the specialised streams)
- On promotion, the official moves into Pay Matrix Level 5
In short: this is the first big career step for a Postal Assistant, and it usually comes with a transfer to a different Division or Region.

Conditions Attached — Read These Carefully
An LSG promotion order is not simply a list of names. Several binding conditions are attached, and officials should understand each one.
1. Vigilance or Disciplinary Cases
If a vigilance or disciplinary case of the specified type is pending against an official, that official shall not be relieved for posting without obtaining specific orders from the appropriate authority.
2. Current Punishment
If a punishment is currently in force, the official shall not be promoted until the currency of that punishment expires.
3. Posting Orders
Divisional Heads must issue the necessary posting orders immediately on receipt of this order, and officials are to be relieved immediately once the posting order is issued.
4. Pay Fixation — Important for MACP Beneficiaries
This clause affects many senior officials:
- If an official is already in Pay Matrix Level 5 under the MACP scheme with pay already fixed, that official is not eligible for pay fixation on this promotion
- Otherwise, the official may exercise the option under FR 22(I)(a)(1) for pay fixation within one month from the date of issue of posting orders
Do not miss that one-month window. It is easy to forget in the rush of joining a new station.
What Happens If You Refuse the LSG Promotion
This is the part every official should read twice, because the cost is heavier than most people expect.
If an official refuses the LSG promotion now offered:
- The official will not be eligible for regular or officiating LSG promotion for one year from the date of refusal
- The official will not be considered for further financial upgradation under MACPS until he or she agrees to be considered for promotion again
- As per DoPT ID Note dated 20.01.2025, the period from the date of refusal until acceptance shall not be treated as stagnation and will not be counted while determining the period of service for granting financial upgradation under MACP
In plain terms: refusing costs you a year of promotion eligibility and freezes your MACP clock for that entire period.
The 30-Day Rule
If an official fails to assume charge of the promoted post within 30 days from the date of issue of the posting order, it will be presumed that the official has declined the promotion.
There is no separate notice for this. Silence and delay are treated as refusal.
If you genuinely do not want the promotion, the correct route is to submit a written representation declining the promotion to the Regional or Circle Office concerned — not to simply avoid joining.
Action Checklist for Promoted Officials
- Confirm your name and CGL number in the order
- Note your allotted Region or Division
- Wait for the posting order from your Divisional Head
- Decide on FR 22(I)(a)(1) pay fixation option within one month of the posting order
- Check whether you are already at Level 5 under MACP before assuming pay fixation benefit
- Assume charge within 30 days of the posting order
- If declining, submit a written representation immediately — do not stay silent
- Confirm no disciplinary or vigilance matter is pending against you
