Rules on Seniority and Pay
These conditions apply to officers posted in Kerala Circle under the Directorate letter:
- Seniority starts from actual joining. Following the Supreme Court’s judgment in the K Meghachandra Singh case, seniority will count only from the date the officer physically takes charge of the post.
- No back-dated benefits. No retrospective seniority, notional promotion or back-dated financial benefit will be given.
- No pay gain from vacancy year changes. Re-allocation of the vacancy year does not bring any notional pay increase, pay fixation from an earlier date or stepping up of pay.
- Pay is fixed from the joining date. Pay depends on when the officer actually takes charge of the promoted post.
Rules for Newly Promoted PS Group B Officers
- Inter-se seniority will be fixed later by the Personnel Division.
- No early re-allotment. Requests for re-allotment will not be accepted before the officer completes the tenure set in Directorate letter no. 9-23/2014-SPG dated 25.02.2020.
- Send the charge report. After joining, the officer must send a copy of the charge report through the Head of Circle or Director, PTC, to the SPG-II Section, Postal Directorate, New Delhi.
- Immediate relieving. Parent circles must relieve the officers so they can join their new posts right away.
- 30-day rule for declining. An officer who does not want the promotion must send a written declination letter through the Circle Office. It must reach the Directorate within 30 days of the Directorate order dated 10.09.2026 (around 10 October 2026).
- Not joining counts as declining. If an officer does not take charge within 30 days without a valid reason, it will be treated as declining the promotion.
- Two-year probation. Promoted officers will be on probation for two years. Leave of more than 30 days during this time can extend the probation.
- Training later. Officers are promoted without training for now. They must attend training when the Rafi Ahmed Kidwai National Postal Academy, Ghaziabad, notifies them.
- Pay fixation option. Officers who want to choose their pay fixation date under FR-22(I)(a)(1) must do so within one month of taking charge.
