The Office of the Chief Postmaster General, Odisha Circle, Bhubaneswar has declared the 1st Supplementary Result of the LDCE for promotion to Postal Assistant (Circle Office / Regional Offices), Postal Assistant (Post Office) and Sorting Assistant (RMS) for the vacancy year 2026.
The examination was held on 28 June 2026, followed by DEST on 2 August 2026, with the main result declared on 7 August 2026.
This supplementary result exists for one reason: two selected candidates declined their promotion. Their posts went back into the pool and have now been offered to the next candidates in merit.
But the four-line Annexure attached to this order contains something far more valuable than two names. It is the clearest documented proof you will ever see that in these examinations, your preference order can matter more than your marks.

What Happened
Two candidates selected in the 7 August result submitted their unwillingness / declination to accept promotion:

Both had been allotted to divisions far from their home division. Both said no.

The Part Worth Studying: Four Candidates, Two Selected
Annexure-I lists four candidates. Here is what happened to each, with the marks:

Read that again.
The candidate who scored 63 got nothing. The candidate who scored 60 got nothing. Two candidates who scored 59 got promoted.
This is not an error, and it is not unfair. The Remarks column against the top two says it plainly:
Not selected as vacancy is not available in Divisions/Units opted by candidate on his/her turn of allotment.
The two highest scorers did not have Koraput or Kalahandi in their preference list. When their turn came, the only posts left were in divisions they had not opted for. So they were passed over, and the next candidates in merit who had opted for those divisions took the posts.

The Lesson, Stated Plainly
Across these examinations there are two separate things happening, and candidates conflate them constantly:
Merit decides your turn. Your marks determine when your name comes up for allotment.
Preference decides whether you get anything when your turn comes. If no vacancy exists in any division you listed, your turn passes and you get nothing — no matter how high you scored.
A candidate who scores 59 and lists twelve divisions will beat a candidate who scores 63 and lists three, if those three have no posts left.
So when you fill your preference form:
Look at the final vacancy position first. Odisha Circle published it. Every circle does. If a division shows zero vacancies, listing it first is a wasted slot.
Do not list only your home division and its neighbours. That is the single most common mistake. It feels safe and it is the opposite of safe.
Understand what you are actually choosing between. The realistic choice is often not “Koraput or Bhubaneswar” — it is “Koraput or nothing this year.”
A short preference list is a gamble on your rank. Only worth it if you would genuinely rather stay put than take a distant posting. That is a legitimate choice — the two candidates who declined made exactly that call — but make it knowingly, not by accident.
The Deadlines in This Order
Several dates in this order matter, and one of them is still live.
Promotion orders: by 21-08-2026. Divisional Heads were directed to issue promotion orders by 21 August and relieve willing candidates immediately. That date has passed.
Joining status: within seven days of issuance of the order, to be intimated to Circle Office by Divisional Heads.
Further refusals: by 28-08-2026. This is the live one. Divisional Heads have been asked to submit unwillingness / refusals — described in the order as unconditional — by 28 August, so that the selection of the next meritorious candidate may be done in time.
In plain terms: if more candidates decline by 28 August, a 2nd supplementary result will follow. If you are next in merit with the right preferences, you are not out of this yet.
And one line with no flexibility at all:
No request for revision / change of allotment of Cadre/Division/Unit will be entertained in any circumstances.
Not “generally not entertained.” Not “subject to approval.” In any circumstances. If you are allotted to a division you do not want, your only two options are to join or to decline. There is no third door.
The Conditions Attached — Read These Before You Celebrate
This order carries several conditions that candidates routinely overlook.
The selection is purely provisional. It is subject to fulfilment of the required conditions of the relevant Recruitment Rules for promotion to the PA cadre, as per Directorate instructions in letter no. X-7/6/2022-SPN-II dated 17-05-2023, 22-09-2023 and 04-03-2024.
Particulars have not been independently verified. Names, roll numbers, designations, dates of birth, dates of entry and categories are all based on information furnished by Heads of Region, Division or Unit. Divisional Heads have been directed to verify these particulars at their own level before issuing promotion and posting orders.
Ineligibility discovered later means removal. The order states that if any selected candidate is subsequently found not to have been eligible to appear in the examination, or if any mistake is found in the announcement of a result for any reason, it must be reported to Circle Office immediately so the name can be deleted from the list of successful candidates.
Disciplinary and vigilance cases block promotion. Before issuing promotion and posting orders, it must be ensured that no disciplinary or vigilance case is pending and no punishment is in force. Any such case must be referred to Circle Office.
Provisional candidates cannot be promoted without regularisation. The order is emphatic on this: no provisional candidate, even if found in the list of selected candidates, shall be given promotion under any circumstances without regularisation of his or her candidature. Divisional Heads have been asked to finalise provisional candidatures immediately so candidates are not left waiting.
If you are a provisionally permitted candidate whose name appears in a selection list, take this seriously and follow it up with your Division now.
On Tie-Breaking
Both selected candidates scored 59 in Paper-I. Where candidates get clubbed at equal marks, the order states that inter-se rank and merit have been decided in accordance with Directorate Letter No. 04-08/2019-SPN-I dated 11-12-2020.
The order does not reproduce that rule, and it would be wrong to guess at the mechanism. What the order does say is worth noting: if any change is noticed in the merit list, it should be communicated to Circle Office for correction. So the merit list is not treated as beyond challenge on this point.
If a tie affects your position, ask your Division for the text of that Directorate letter.

Final Word
Two people said no to a promotion. Two other people got one. That is the news, and it is small.
The lesson is not small. A candidate scoring 63 walked away with nothing while candidates scoring 59 were promoted — entirely because of how they filled a preference form months earlier.
If you are sitting any departmental examination this year, read the final vacancy position of your circle before you fill that form. Then list more divisions than feels comfortable. The four lines in this Annexure are what that decision looks like when it goes wrong.
