What does a Central Observer and a Technical Delegate do?
These roles are explained in the old Directorate guidelines of 8 October 2013 (No. 6-2/2013-WL/Sports), which are attached with this circular.
Central Observer
- Checks that the tournament is held as per the Directorate’s guidelines.
- Sees if the Flag Code is followed during the march past.
- Checks whether last year’s winning team manager has brought the Rolling Trophy.
- Watches the overall conduct of the games.
- Sends a report within 7 days to the Secretary, Postal Sports Board, 2nd Floor, Dak Bhawan, Parliament Street, New Delhi (format in Annexure-II).
- Adds the inputs of both Technical Delegates in this report.
Technical Delegate
- Makes sure the rules of hockey are applied properly on the ground.
- Reports any break of rules.
- Signs the final results along with the Central Observer before they are announced.
- Checks that matches are fair and that a Jury of Appeal is in place.
- Watches how results are compiled and declared after each match.
These reports matter a lot. The Directorate sends results to all circles based on them, and they become the official record for the future.
Who can apply? The five categories
The Directorate widened the pool so that new names come forward, not the same officials every year. You can apply under any one of these:
| Category | Who fits | Extra note |
|---|---|---|
| Category I | Officials on the empanelled list of Technical Delegates kept by the Sports Desk | Fill Sl. No. 6 to 12 of the form |
| Category II | Sports Development Officers and Sports Coaches | Fill Sl. No. 6 to 12 of the form |
| Category III | Veteran hockey players above 45 years who no longer play | Fill Sl. No. 6 to 12 of the form |
| Category IV | ASPOs, IPOs, HSG-I and HSG-II General Line officials with interest in sports admin | Attach a 50-word note on past work in circle-level events |
| Category V | Any official with general interest in sports | Attach a 50-word note on interest and contribution to sports |
Important points to remember
- Some knowledge of hockey rules and regulations is a must.
- If you will play in this tournament, you cannot be an Observer or Delegate.
- Your controlling officer must recommend your willingness.
- Circles must also tell the Directorate if any proposed official is likely to play.
What to fill in the Annexure-I form
The proforma asks for your circle name and these 13 details:
- Category under which you are applying
- Your name
- Present designation and full office address
- Date of birth
- Date of superannuation
- Discipline in which you are qualified
- Whether you were recruited under Sports Quota
- Year and duration of your course or diploma
- Institution or State Association you qualified from
- Whether you are still active or a veteran (above 45)
- Your experience in hockey at All India, National or International level
- Whether you have worked as a coach, referee or trainer in hockey
- Past nominations as Central Observer or Technical Delegate in the last 5 years
The declaration you sign
By signing, you promise three things:
- You will not withdraw your name once nominated.
- You will not play for your circle team in this tournament.
- You will not go as the circle team’s Manager or Coach.
The form must carry your signature, place, date, and the signature of your Controlling Authority. It goes to the Director (Welfare and Sports).

The circular attaches the register kept by the Welfare and Sports Section. Circles are asked to check and update it.
