What Is This New India Post Letter About?
The Department of Posts has given 41 Service Associations and GDS Associations just one week to fix their constitutions. The last date is 14 October 2026.
The letter was issued on 6 October 2026 by the SR Section at Dak Bhawan, New Delhi. It is signed by Shri Nahar Singh Meena, Assistant Director General (SR & Legal). The letter number is 10/6/2026-SR-DOP.
Every association that applied for membership verification or recognition sent its constitution and bye-laws to the Department. The Department checked these papers and found some points that need to be corrected.
Quick facts at a glance:
- Letter date: 06.10.2026
- Issued by: Department of Posts, SR Section
- Sent to: 41 Service Associations and GDS Associations
- Rules involved: CCS (Recognition of Service Associations) Rules, 1993 and EDA (RA) Rules, 1995
- Last date to submit revised constitution: 14.10.2026
- If not done on time: the application for verification or recognition may not be considered
The observations are of two kinds. Some apply to every association (general observations). Others are only for a particular association (association-specific observations). Each association has to fix both.
5 Changes Every Association Must Make
These five points apply to all Service Associations and GDS Associations, wherever relevant.
- Use “Association”, not “Union”. The word “Union” has to be replaced with “Association” in every part of the constitution.
- Remove the Trade Union Act, 1926. Service Associations must refer to the CCS (RSA) Rules, 1993. GDS Associations must refer to the EDA (RA) Rules, 1995.
- Add a new clause on amendments. Each constitution must say that the Directorate has the final authority to approve amendments, provided the amendment follows the procedure written in the constitution.
- Membership by category, not by post. Associations must show which employee category (Sl. No. 1 to 15 of the Annexure) they cover. They should not list single posts like “Postal Assistant” or “LSG”. For example, an association under Category 1 should simply say all employees in Category 1 can become members.
- Keep the constitution up to date. All past amendments, plus the ones asked for in this letter, must be added into one updated constitution.
Association-Wise Observations
The most common instruction is simple: the term of office bearers must be 2 years or until the next conference, whichever is earlier. Many associations were also told to keep office bearers to 15 or fewer.
What the three GDS Associations were told
- All India Gramin Dak Sevaks Union (No. 27): fix the office bearer term to 2 years or until the next conference, whichever is earlier.
- Bharatiya Gramin Dak Karamchari Sangh (No. 34): make changes as per the general observations.
- National Union of Gramin Dak Sevaks (No. 35): fix the office bearer term to 2 years or until the next conference, whichever is earlier.

What Does This Mean for Postal Employees and GDS?
This letter is about association paperwork, not about any exam or recruitment. Your salary, posting or exam eligibility does not change because of it.
Still, it matters to you. Recognised associations are the ones that speak for employees before the Department. If an association misses the 14.10.2026 deadline, its recognition process may be held up. GDS members of AIGDSU, BGDKS and NUGDS should keep an eye on updates from their unions this week.
