PLI Renewal Incentive Not Credited? West Bengal Circle Issues Letter on PhonePe, Google Pay & BHIM Premium Payments (07.09.2026)

Big relief news for all PLI and RPLI field staff, Departmental Agents, GDS, Postmen, Mail Guards and Direct Agents.

The Office of the Chief Postmaster General, West Bengal Circle, Kolkata has issued a letter on 07.09.2026 about a problem many agents have been facing for months โ€”

๐Ÿ‘‰ Renewal incentive is not getting credited when the customer pays the PLI/RPLI premium through PhonePe, Google Pay or BHIM.

The Circle has now asked all Regions to collect these cases and send the details for escalation.

Let us understand the full letter in simple words.

  2. The ADPS โ€“ II, South Bengal Region, Kolkata โ€“ 700012
  3. The ADPS โ€“ I, North Bengal Region, Siliguri โ€“ 734001
  4. The DSP, Sikkim State, Gangtok โ€“ 737101
  5. The DSP, A & N Islands, Port Blair โ€“ 744101

What Is the Actual Problem?

In very simple language:

  • Customers are paying their PLI / RPLI premium using PhonePe, Google Pay and BHIM (UPI apps).
  • The premium is getting collected properly. โœ…
  • But the renewal incentive of the agent is NOT getting reflected against those policies. โŒ
  • Field Units reported this issue to the Circle Office.
  • The Circle Office has now taken it up officially.

So the money reaches the Department, but the agent’s commission entry is missing. That is the whole issue.

What the Circle Office Has Asked

  • All Regions and Units must collect details of such cases.
  • These details must be sent to the Circle Office (ADM PLI section).
  • The Circle Office will then escalate the matter to the concerned team (technical/CEPT side).
  • The letter says this is for information and immediate necessary action.

In short โ€” report your case, and it will go up the chain.

What Should Agents and Field Staff Do Now?

If your renewal incentive is missing, do this step by step:

  • Step 1: Make a list of all affected policies.
  • Step 2: For each case, note down โ€”
    • Policy Number
    • Policyholder Name
    • Premium Amount
    • Date of Payment
    • Payment Mode (PhonePe / Google Pay / BHIM)
    • UPI Transaction ID / UTR Number
    • Your Agent ID / Employee ID
    • Incentive amount due
  • Step 3: Keep the payment screenshot or transaction receipt ready.
  • Step 4: Submit the list to your Divisional Office / SP Office in writing.
  • Step 5: The Division will forward it to the Region โ†’ Circle Office โ†’ concerned technical team.
  • Step 6: Keep a copy with receiving/dispatch number. Never submit without acknowledgement.

๐Ÿ’ก Tip: Submit in a proper table format. A clean, complete list gets processed much faster than a rough complaint letter.

Why This Issue Happens (Simple Explanation)

  • PLI/RPLI premium collected through post office counters or the India Post Payments portal is mapped to the agent code automatically.
  • When payment comes through third-party UPI apps like PhonePe, Google Pay or BHIM, the transaction sometimes flows in without the agent/procurer mapping.
  • As a result, the system treats it as a direct customer payment, and no renewal incentive is generated.

This is a technical mapping issue, not a rule change. Your incentive is not cancelled โ€” it is just not reflecting.

Who Is Affected?

  • Departmental employees who procure PLI business โ€” PA/SA, Postmen, Mail Guards, MTS
  • GDS (Gramin Dak Sevaks) doing RPLI business
  • Direct Agents and Field Officers of PLI/RPLI
  • Staff of Kolkata Region, South Bengal Region, North Bengal Region, Sikkim State and A&N Islands

Even if you are in another Circle โ€” Bihar, UP, Punjab, Delhi, Haryana, Rajasthan, MP, Maharashtra, Gujarat, Tamil Nadu, Karnataka, Kerala, Odisha or Assam โ€” check your own incentive statement. This is a system-level issue, so similar cases may exist in your Circle too. Raise it through your Divisional Office.

Frequently Asked Questions (FAQ)

Q1. Is my renewal incentive cancelled? No. The letter clearly says the incentive is not getting reflected. It is a system mapping issue, and the Circle Office is escalating it to the concerned team.

Q2. Which payment modes are affected? Premiums paid through PhonePe, Google Pay and BHIM interface, as reported by Field Units.

Q3. Where do I report my case? Report to your Divisional/Unit Office first. They will forward it to the Region and then to the Circle Office (ADM PLI).

Q4. What documents should I attach? Policy number, policyholder name, premium amount, date of payment, UPI transaction ID, payment mode and your agent/employee ID.

Q5. Does this letter apply to other Circles? This particular letter is issued by the West Bengal Circle. But the technical issue can occur anywhere, so staff of other Circles should also check and report through their own Circle Office.

Q6. Should customers stop paying through UPI apps? No. The payment itself is valid and the premium is credited properly. Only the agent-side incentive mapping needs correction. Still, until it is fixed, you may guide customers to pay at the post office counter or through the official India Post PLI portal so your incentive is mapped correctly.
