The Department of Posts has issued an order that will directly speed up GDS engagement orders across the country.
Until now, selected GDS candidates were often stuck waiting for months because the post office had to get a physical verification report of their caste or category certificate from the state authority. Many candidates lost time. Some lost the engagement itself because the prescribed timeline expired.
That problem has now been addressed. Caste and category certificates can be verified online — through QR codes, official state portals, or DigiLocker.

What Was the Problem?
Several Postal Circles had written to the Directorate about the same difficulty.
- Circles were unable to obtain physical verification reports of caste and category certificates — OBC, SC, ST and EWS — from state authorities.
- The problem was reported particularly with the State Government of Haryana.
- This caused procedural delays in issuing regular engagement orders within the prescribed timeline.
In plain language: the candidate had submitted a genuine certificate, but the post office could not get it confirmed in writing from the state, and the file simply sat there.
What Has Been Decided Now
The Directorate examined the matter and decided the following:
- Caste certificates may be verified using official state online mechanisms, QR codes, or DigiLocker, wherever such facilities are available.
- This is allowed provided the legitimacy of the issuing portal’s domain is thoroughly authenticated.
- Engaging authorities must cross-reference the portal data with the physical document.
- Engaging authorities must retain a verifiable digital record of the check.
- Detailed guidelines on the subject are attached as an Annexure to the letter.
So online verification is now a valid substitute — but it is not a shortcut. Three conditions have to be met every time: check the domain is genuine, match it against the physical certificate, and keep the proof.
Three Instructions Given to All Circles
1. Collect and Send State-Wise Verification Details
Different State Governments and UT Administrations have different mechanisms for online verification of caste and category certificates.
Circles have been asked to obtain and furnish to the Directorate the official communications and instructions issued by their concerned State/UT Government regarding these online verification facilities.
The Directorate will examine what it receives and, where appropriate, incorporate it into the GDS Online Engagement SOP and share it with all Circles.
2. Approach States That Don’t Have This Facility Yet
Wherever an online verification facility is not presently available, Circles have been asked to take up the matter with the concerned State/UT authorities to get an authenticated online mechanism provided.
The reason given is direct: it will facilitate faster verification and reduce delays in issuing regular engagement orders.
3. The SOP Will Be Amended
Necessary amendments reflecting these provisions will be incorporated in the SOP for subsequent GDS Online Engagement schedules.
This is the most important line for future applicants. It means this is not a one-time relaxation for the current batch — it is becoming part of the standard process.
What This Means for GDS Candidates
Let us be practical about what actually changes for you.
- Faster engagement orders. The single biggest cause of delay for reserved-category candidates was waiting on the state’s physical verification report. That bottleneck now has an alternative route.
- Your certificate should ideally be QR-enabled or available on DigiLocker. If your state issues certificates with a QR code or hosts them on DigiLocker, the verification can happen almost immediately.
- You still need the physical certificate. Online verification does not replace your document — the engaging authority has to cross-reference the portal data against the physical certificate. Carry the original.
- Genuine certificates only. With digital cross-checking and a retained digital record, a mismatch is now far easier to detect than before. Any discrepancy in name, surname or father’s name between your certificate and your other documents will surface immediately.
Practical Advice Before Your Documents Are Called
- Download your caste/category certificate into DigiLocker now, if your state supports it. Do not wait until you are asked.
- Check that the QR code on your certificate actually scans and opens the state’s official portal.
- Make sure the spelling of your name, your father’s name and your surname is identical across your caste certificate, educational certificates and application form. Surname mismatches are a known and recurring problem in these verifications.
- If your state does not have any online facility yet, keep following up with the issuing authority for the physical verification report as before — nothing has changed for you until your Circle takes it up with the state.
What This Means for Divisional and Circle Officials
- Do not rely on the online portal alone. The order requires cross-referencing with the physical document.
- Authenticate the domain before trusting a portal. A lookalike domain is exactly the risk this instruction is guarding against.
- Retain a verifiable digital record of every check performed — screenshot, PDF, or portal reference number, filed with the case.
- Send your state’s official communication on online verification to the Directorate so it can be built into the SOP.
- If your state has no such facility, write to them. That follow-up is now an instruction, not an option.
