Four Changes for Punjab Postal Circle

Unlike most other circles, Punjab gets no new Division. Instead, it gets one fewer. From 1 November 2026:

  1. Ludhiana City and Ludhiana M (Mofussil) Divisions merge into one Ludhiana Postal Division.
  2. Ludhiana’s six Sub-Divisions become four: Khanna, Jagraon, Central and East.
  3. Bathinda Division moves from Punjab West Region to Punjab HQ Region.
  4. The Punjab West Region office (PMG) moves from the Circle Office, Chandigarh, to Jalandhar.

The Office Memorandum was issued by the Establishment Division, Dak Bhawan, on 12 October 2026. The number is Q-13/30/2026-PE-I-DOP, and it is signed by Shri Dushyant Mudgal, DDG (Establishment). It is part of the nationwide rationalization of postal units across 16 circles.

Quick facts at a glance:

  • Order date: 12 October 2026
  • Effective from: 1 November 2026
  • Postal Divisions in the circle: 13 now, 12 after the change
  • Number of Regions: unchanged (2)
  • New Ludhiana Division HQ: the existing Ludhiana City Division office

The New Ludhiana Postal Division

The merged Ludhiana Division covers the whole area of both old Divisions: 3 Head Offices, 96 Sub Offices and 284 Branch Offices.

The old North (Ludhiana M) and South (Ludhiana City) Sub-Divisions are merged away, and their offices are shared among the remaining four.

South (merged)1194–––

What this means: Central and East Sub-Divisions roughly double in Sub Offices, because the city offices of the old North and South Sub-Divisions move into them. Khanna and Jagraon pick up a few more rural Branch Offices.

What Happens to Staff?

  • Group B and C staff will be redeployed by the Head of Circle, in consultation with CIFA and the Region or Division.
  • Willingness first: moves will be based on willingness or request, to reduce cost and inconvenience.
  • Only live posts can be moved, not “deemed to be abolished” ones.
  • Group A officers: separate orders will come from the Postal Directorate.
  • Until posts are moved: the merged units will run through local arrangement or additional charge.
  • No extra funds: costs will be met from the existing budget.
  • One-year review: revenue and the Expense Coverage Ratio (ECR) will be compared after one year.

A Note for Punjab GDS and Exam Aspirants

If you work in Ludhiana, your office will now come under one Ludhiana Division. Future Division-wise vacancies in the GDS to MTS Punjab Circle and GDS to Postman exams will likely show a single Ludhiana Division. Your post and pay do not change.
