New Meerut Postal Region
The new Meerut Region is made by splitting the Bareilly Region and adding the Ghaziabad and G.B. Nagar Divisions, which until now worked under the independent charge of the Office of the DPS, Ghaziabad.
| Sl. | Meerut Region (new) | Bareilly Region (remaining) |

| 7 | Ghaziabad (from O/o DPS Ghaziabad) | – |
Other points about Meerut Region:
- The posts of PMG (SAG), Accounts Officer and Driver for the Meerut Regional Office will come only through redeployment of existing posts. No new post is created.
- The Circle will use resources already available at the O/o DPS Ghaziabad and Bareilly RO. The DPS Ghaziabad office building may be used for revenue-generating purposes, as per department rules.
- PSD Bareilly will serve the Meerut Region.
- Until the Postal Accounts office assigns a RIFA charge, the existing RIFA arrangement will continue for one month for Meerut Region.
Other regions: The OM says the remaining six regions (Agra, Gorakhpur, Kanpur, HQ Region Lucknow, Varanasi and Prayagraj) are not affected, except for the new divisions below.
The 4 New Postal Divisions
1. Ambedkar Nagar Division (split from Ayodhya, HQ Region Lucknow)
To begin with, the office will work from the rented BSNL building near Akbarpur Head Post Office.
| Offices | Ayodhya (before) | Ayodhya (after) | New Ambedkar Nagar |
|---|---|---|---|
| Sub-Divisions | 7 | 3 | 4 |
| Head Offices | 2 | 1 | 1 |
| Sub-Offices | 87 | 51 | 36 |
| Branch Offices | 614 | 280 | 334 |
2. Balrampur Division (from Gonda and Bahraich, Gorakhpur Region)
The office will be in the Balrampur HO building.
| Offices | Gonda (before) | Gonda (after) | Bahraich (before) | Bahraich (after) | New Balrampur |

3. Siddharth Nagar Division (from Gorakhpur and Basti, Gorakhpur Region)
The office will be in the Siddharthnagar HO departmental building.

| Sub-Offices | 77 | 57 | 61 | 47 | 34 |
| Branch Offices | 541 | 317 | 630 | 450 | 404 |
The total stays the same: 4 HOs, 138 SOs and 1,171 BOs. Sub-Divisions go up from 12 to 14 because of the new Hariharpur and Nautanwa Sub-Divisions.
4. Jhansi North Division (split from Jhansi, Agra Region)
The remaining part will be renamed Jhansi South Division. Jhansi North will work from the existing Jhansi HPO building.
| Offices | Jhansi (before) | New Jhansi North | Jhansi South (remaining) |
|---|---|---|---|
| Sub-Divisions | 7 | 4 | 3 |
| Head Offices | 3 | 1 | 2 |
| Sub-Offices | 75 | 36 | 39 |
| Branch Offices | 542 | 342 | 200 |
All four division tables add up correctly.
The 3 New Sub-Divisions
(HO = Head Office, SO = Sub-Office, BO = Branch Office.)
1. Hariharpur Sub-Division (Basti Division)
Bansi and Tetari Bazar Sub-Divisions move to the new Siddharth Nagar Division. To balance this, a new Hariharpur Sub-Division is created, with headquarters at the existing Hariharpur SO. The East Sub-Division is renamed Central Basti. The office will start in rented premises at Hariharpur.
| Sub-Division | HO / SO / BO (retained) | HO / SO / BO (after) |
|---|---|---|
| Harraiya | 0 / 13 / 112 | 0 / 12 / 91 |
| Central Basti (earlier East) | 1 / 14 / 104 | 1 / 10 / 89 |
| Khalilabad | 0 / 8 / 112 | 0 / 8 / 96 |
| Domariyaganj | 0 / 9 / 90 | 0 / 8 / 87 |
| Hariharpur (new) | – | 0 / 9 / 87 |
| Total | 1 / 44 / 418 | 1 / 47 / 450 |
Basti Division now has 5 sub-divisions. The totals go up slightly because some offices of Bansi Sub-Division are moved back to Basti, as they are closer to Basti HO.
2. Nautanwa Sub-Division (new Siddharth Nagar Division)
Siddharth Nagar Division gets four sub-divisions from Gorakhpur and Basti, and a fifth new one, Nautanwa. Anand Nagar Sub-Division is renamed Campierganj. The office will start in rented premises at Nautanwa.
| Sub-Division | HO / SO / BO (transferred) | HO / SO / BO (after) |
|---|---|---|
| Maharajganj | 1 / 9 / 104 | 1 / 6 / 82 |
| Campierganj (earlier Anand Nagar) | 0 / 10 / 112 | 0 / 6 / 69 |
| Bansi | 0 / 8 / 105 | 0 / 5 / 91 |
| Tetari Bazar | 1 / 9 / 107 | 1 / 9 / 89 |
| Nautanwa (new) | – | 0 / 8 / 73 |
| Total | 2 / 36 / 428 | 2 / 34 / 404 |
Office moves explained in the OM:
- Three offices of Bansi Sub-Division go to Basti Division, as they are closer to Basti HO.
- One office (Partawal) moves from Gorakhpur East Sub-Division to Campierganj Sub-Division, as it is nearer to Maharajganj HO.
3. Rath Sub-Division (Banda Division, Kanpur Region)
Rath Sub-Division is made by reorganising Mahoba, Hamirpur, Karwi, Banda South and Banda North Sub-Divisions. Banda Division goes from 5 to 6 sub-divisions. The office will start in a rented building at Rath.
| Sub-Division | HO / SO / BO (before) | HO / SO / BO (after) |
|---|---|---|
| Banda North | 1 / 9 / 96 | 1 / 8 / 91 |
| Banda South | 0 / 8 / 97 | 0 / 10 / 97 |
| Hamirpur | 1 / 9 / 85 | 1 / 7 / 72 |
| Mahoba | 0 / 12 / 107 | 0 / 9 / 73 |
| Karwi | 0 / 10 / 107 | 0 / 7 / 87 |
| Rath (new) | – | 0 / 7 / 72 |
| Total | 2 / 48 / 492 | 2 / 48 / 492 |
What It Means for Staff
- Group B and C staff: The Head of the Circle will redeploy them, in consultation with CIFA and the Head of Region/Divisional Head.
- Willingness first: As far as possible, staff will be moved based on their willingness or request, to keep costs and inconvenience low.
- Only live posts: Posts “deemed to be abolished” under DoE instructions cannot be used for redeployment.
- Group A officers: Separate orders will come from the Postal Directorate (with Postal Services Board approval where needed). Until then, the new units will run through local arrangement or additional charge.
- No new budget: Costs come from existing funds. Any new inspection vehicle needs separate approval.
One-Year Review
The Circle must grow revenue and improve the Expense Coverage Ratio (ECR) as projected in its proposals, for both new and old units. After one year, before-and-after figures (concurred by CIFA) will go to the Establishment Division.
