Quick tips: SB Orders and Finacle menus are evergreen search topics for PA/SA aspirants and counter staff. Place one Google Ads unit after the quick facts and one before the FAQ. Add FAQ schema. Make sure the publish date and “2022 order” note are clear so readers are not confused.

A Simple Rule to Stop Account Frauds

SB Order No. 24/2022 is a short but important order from the Financial Services Division of the Department of Posts. It deals with one specific risk in CBS (Core Banking Solution): changing the name of an account holder.

Note: This order was issued on 15 December 2022. It is not new, but it is still a useful rule for counter staff and an important topic for departmental exams.

Quick Facts

  • SB Order No.: 24/2022
  • File No.: FS-13/7/2020-FS-Part(1)
  • Date: 15 December 2022
  • Issued by: Shri Devendra Sharma, Assistant Director (SB-II), Financial Services Division
  • Sent to: All Heads of Circles / Regions
  • Subject: Steps to be taken for prevention of frauds in post offices

What was the problem?

The Department found that some single-handed and double-handed post offices were changing the names of account holders using the CIF merger menu “HCCA” in Finacle.

In small offices with only one or two staff, there is no second person to check such changes. Changing an account holder’s name without proper checks is a big fraud risk – someone could take over another person’s account.

What Changed

1. HCCA menu option disabled

In the HCCA menu, the option to select “Yes” under “Modify A/c Name” has been disabled. So a post office can no longer change an account holder’s name through HCCA.

2. New procedure for name change

Since this order, any change of name at account level follows this route:

StepWhoWhat they do
1Concerned post officeSends the case to its Head Office (HO) with all relevant documents
2Head OfficeExamines the case and documents
3Head OfficeChanges the account holder’s name using the HAALM menu in Finacle
4Head OfficeInforms the post office concerned

HCCA vs HAALM at a glance

MenuUsed for (as per this order)Name change allowed?
HCCACIF mergerNo – “Modify A/c Name” option disabled
HAALMChanging the account holder’s name, at the HOYes – only by the HO after checking documents

Why this works: Moving name changes to the HO adds a second level of checking. A single staff member at a small office can no longer change a name on their own.

For Counter Staff and Exam Aspirants

  • At the counter: If a customer asks to correct or change the name on their account, collect the documents and send the case to your HO. Do not try to do it yourself through HCCA – the option is disabled.
  • For exams: SB Orders and Finacle menus like HCCA, HAALM and others are common topics in the MTS to PA, Postman to PA and PA/SA Departmental Exam syllabus. Remember the key line: name change at account level = HO, through HAALM.

Our MTS to PA Online Classes, Postman to PA Online Classes, Postal Assistant Mock Tests and India Post Study Material cover SB Orders and Finacle menus in simple language, step by step.
