What Is This Circular About?

On 15 October 2026, the Financial Services Division of the Department of Posts, Dak Bhawan, New Delhi, sent a letter to all Heads of Circles.

The message is simple. Every Post Office Savings Bank customer record (CIF) should be e-KYC enabled and linked with a mobile number.

This work comes under the three-month campaign on Preventive Vigilance, which runs from 17 August 2026 to 16 November 2026. So the deadline is close, and field offices are expected to speed up.

If you work as a GDS, Postman, MTS or PA, this directly affects your daily counter and field work.

Quick Facts at a Glance

  • Date: 15.10.2026
  • Issued by: Devender Kumar Sharma, Assistant Director (SB-II)
  • Sent to: All Heads of Circles
  • Reference: Vigilance Division OM No. VIG-01/1/2026-Vigilance-DOP dated 20.08.2026 and OM dated 09.10.2026
  • Campaign period: 17.08.2026 to 16.11.2026
  • Target: 100% e-KYC enablement and 100% mobile seeding in CIFs
  • Data as on: September 2026

First, What Is a CIF?

CIF stands for Customer Information File. It is a single customer ID in the Post Office Savings Bank system. One customer can have many accounts (SB, RD, TD, MIS, SSA, PPF and more), but all of them sit under one CIF.

So if one CIF is updated, the customer’s entire record becomes cleaner and safer.

What Has the Department Asked Circles to Do?

1. Convert CIFs into e-KYC-enabled CIFs

  • Find all CIFs that are not e-KYC enabled.
  • Complete the prescribed re-KYC process so e-KYC gets enabled.

2. Link mobile numbers with CIFs

  • Find all CIFs where no mobile number is linked.
  • Take action to get the customer’s mobile number linked.

3. Make an action plan

  • Study the circle-wise data shared with the letter.
  • Find the gaps and plan for 100% compliance.

4. Monitor closely

  • Heads of Circles must give directions to field units.
  • Progress should be watched at Circle level till the end of the campaign.

The Big Numbers: Where Does India Post Stand?

The data shows a clear gap, especially in e-KYC.

PointFigure

e-KYC enabled CIFsabout 20.29 lakh
e-KYC coverageonly 0.88%
CIFs linked with mobile15.04 crore

In simple words, less than 1 out of every 100 CIFs is e-KYC enabled. Around one-third of customers still have no mobile number linked.

Why Does This Matter?

  • Safer accounts: A linked mobile number means customers get alerts, which helps stop fraud early.
  • Cleaner records: e-KYC confirms the customer’s identity properly.
  • Preventive vigilance: This is about stopping problems before they happen, not after.
  • Better digital services: Many online and app-based services need a verified, mobile-linked customer.

What Should Field Staff Do Right Now?

  • Check your office’s pending list of non e-KYC and non-mobile-linked CIFs.
  • Ask every customer who visits the counter if their mobile is linked.
  • Follow only the prescribed re-KYC procedure. Don’t take shortcuts.
  • Report your progress on time to your Sub Divisional and Divisional office.
  • Keep a small daily target. Ten CIFs a day adds up fast.

Useful for Departmental Exam Aspirants Too

If you are preparing for the GDS to MTS Departmental Exam, GDS to Postman Exam, MTS to PA Exam or Postman to PA Exam, keep this circular in your notes. Questions on POSB rules, KYC, CIF and India Post circulars often appear in the departmental papers.
