
The Department of Posts has released a detailed set of Standard Operating Procedures (SOPs) under its Mail and Parcel Optimization Project, also known as MPOP. This is part of a larger effort called BPR, which stands for Business Process Reengineering. In simple words, India Post is upgrading how mail and parcels are handled, sorted, sealed, and delivered across the country.
This update is useful for postal staff, postal assistants, delivery staff, and anyone curious about how India Post is modernizing its operations.
What Is MPOP About
MPOP covers 14 separate SOPs. Each one focuses on a different part of the mail and parcel journey, from the moment a bag arrives at an office to the moment it reaches the customer. The goal is to reduce manual errors, speed up processing, and add better tracking at every step.
Here is a simple explanation of each SOP.
1. Handheld Device-Based Delivery Processing
Postmen and delivery staff will use handheld scanning devices for last-mile delivery. Articles are scanned and invoiced to postmen before delivery, and an electronic delivery slip is generated with the recipient’s details. Delivery outcomes, whether delivered or undelivered, are captured on the device in real time.
2. Preventing Booking of Dangerous and Restricted Goods
For international shipments, booking counter staff will follow strict rules to check what customers are actually sending. Items are grouped into three categories: normal permitted goods, dangerous or prohibited goods, and goods permitted only with proper documents, such as certain food items or medicines.
3. Sorting Method for International Outbound Shipments
At Foreign Post Offices, an X-ray scan will now be a compulsory step before any international article is sorted by destination. This is meant to catch problems early and avoid opening sealed bags again later.
4. Bag Closure Using Flap Seals and Thermal Tags
Instead of old zip seals and handwritten paper labels, bags will now be closed using tamper-evident flap seals combined with thermal-printed tags. Each tag carries a scannable code with the bag ID, origin, destination, weight, and closing time.
5. Vehicle Sealing With Bullet Seals
Trucks moving mail between hubs will be sealed using bullet seals with a unique serial number. The seal number is recorded in the dispatch manifest and checked again on arrival, making it easier to detect if a vehicle was opened during transit.
6. Article Weight Capture Using Static Weighing Scale (SWS)
Parcels processed at bulk booking centers will be weighed using an automated static weighing scale instead of manual measuring tapes. This reduces disputes and keeps the declared weight and measured weight properly reconciled.
7. Vehicle Sealing Using Smart Locks
Some vehicles will use smart locks instead of simple seals. These locks can only be opened using a supervisor-generated PIN or an authorized access card, adding another layer of security during transit.
8. Continuous Sorting Operations
Sorting centers will run 24-hour operations across three shifts, with separate staff handling local delivery articles and outward-bound articles at the same time. Staff will be moved between tasks based on real-time buffer and backlog levels, so sorting never comes to a stop.
9. Floor Marking for Delivery Centers, Hubs and TMOs
Facilities will use a standard color-coding system on the floor. Yellow lines mark walkways, white lines mark storage areas, red marks danger zones, and so on. This is meant to reduce accidents and confusion inside busy postal facilities.
10. Bulk Pickup Using Handheld Scanners
For large bulk shippers like e-commerce companies, pickup staff will scan each article at the customer’s warehouse itself. Any extra or missing article gets flagged immediately, instead of being discovered later.
11. Revised Mail Conveyance for Branch Offices
This SOP defines three delivery models for rural branch post offices, based on distance from the parent office and daily article volume. It helps decide whether a branch postmaster should deliver directly, follow a multi-office “milk run” route, or run a dedicated transit trip.
12. Storing Incoming Bags in Roller Containers
Incoming bags at hubs will be sorted and stored in roller containers, using partitions for low-volume destinations and dedicated containers for high-volume ones. This keeps bags organized and easy to trace.
13. Collapsible Totes for Milk-Run Deliveries
Loose bags in delivery trucks will be replaced with delivery-office-mapped collapsible totes. Each tote is sorted at the hub and unloaded at the correct delivery office during the route, cutting down mixing and miscounts.
14. Faster Customs Clearance
This SOP focuses on data quality at the time of booking. Correct address, item description, value, weight, and country of origin help other countries clear India Post shipments faster through customs, even before the physical article arrives.
