What Has Changed in Assam Postal Circle?

The Department of Posts has approved a fresh set of changes for the Assam Postal Circle. Three new divisions (Diphu, Lakhimpur and Dhubri) are being created, Tinsukia Division is being merged into Dibrugarh, and five new sub-divisions are being added.

The Office Memorandum (No. Y-38/17/2026-PE-II-DOP) was issued by the Establishment Division at Dak Bhawan on 12 October 2026. The changes start from 1 November 2026.

If you are preparing for an India Post Departmental Exam like GDS to MTS, GDS to Postman, MTS to PA or Postman to PA in the Assam Circle, these are names to remember.

The 3 New Divisions (and the Tinsukia Merger)

1. Diphu Postal Division (from Nagaon and Cachar)

Diphu Division, with headquarters at Diphu, is made from parts of Nagaon and Cachar Divisions. Its office will be on the first floor of Diphu HPO building.

Sub-Divisions57346

Sub-Offices5890164983
Branch Offices461509161371438

The totals match: 148 Sub-Offices and 970 Branch Offices before and after. Sub-Divisions go up from 12 to 13 because of the new Hamren Sub-Division.

2. Lakhimpur Postal Division + Tinsukia merged into Dibrugarh

Lakhimpur Division, with headquarters at Lakhimpur, is made from parts of Sivsagar, Dibrugarh and Tinsukia Divisions. At the same time, Tinsukia Division is merged into the remaining Dibrugarh Division. Lakhimpur will start in rented accommodation.

OfficesSivsagar (before)Dibrugarh (before)Tinsukia (before)New LakhimpurSivsagar (after)Dibrugarh incl. Tinsukia (after)

Branch Offices545425109289437353

Totals match: 176 Sub-Offices and 1,079 Branch Offices before and after. So the number of divisions here stays the same (three before, three after), but the map is redrawn.

3. Dhubri Postal Division (split from Goalpara)

Dhubri Division, with headquarters at Dhubri, is split from Goalpara Division. It will use the existing Goalpara Divisional Office building at Dhubri, and the remaining Goalpara Division will work from Goalpara.

OfficesGoalpara (before)New DhubriGoalpara (after)
Sub-Divisions433
Head Offices321
Sub-Offices603129
Branch Offices448244204

From the sub-division table (Annexure-VII), the numbers match this split: Dhubri Division = Dhubri, Kokrajhar and Salmara South-Mankachar; Goalpara Division = Goalpara, Bongaigaon and Abhayapuri.

The 5 New Sub-Divisions

(HO = Head Office, SO = Sub-Office, BO = Branch Office.)

1. Charaideo Sub-Division (HQ Sonari, Sivsagar Division)

Charaideo’s office will be at Sonari, in a rented building.

Sub-DivisionHO / SO / BO (before)HO / SO / BO (after)
Jorhat North0 / 13 / 1000 / 15 / 74
Jorhat South1 / 18 / 571 / 14 / 61
Golaghat1 / 14 / 981 / 11 / 77
Sivsagar1 / 16 / 961 / 12 / 75
Simaluguri0 / 13 / 950 / 10 / 78
Mariani0 / 13 / 990 / 10 / 71
Charaideo (new)–0 / 10 / 64
Total3 / 87 / 5453 / 82 / 500

Note: This table shows Sivsagar Division ending with 82 SOs and 500 BOs, while the Lakhimpur table (Annexure-II) shows 72 SOs and 437 BOs. The gap is probably the offices moving to Lakhimpur, but the OM does not say so directly.

2. Hamren Sub-Division (Nagaon Division as per OM text)

Hamren’s office will start in a rented building at Hamren.

Sub-DivisionHO / SO / BO (before)HO / SO / BO (after)
Nagaon East1 / 17 / 871 / 17 / 87
Nagaon West0 / 8 / 970 / 8 / 97
Morigaon0 / 10 / 960 / 10 / 96
Diphu1 / 9 / 911 / 9 / 91
Hojai0 / 14 / 900 / 10 / 58
Hamren (new)–0 / 4 / 32
Total2 / 58 / 4612 / 58 / 461

Note: Hamren gets 4 SOs and 32 BOs, all taken from Hojai Sub-Division. This table shows the old Nagaon Division layout (with Diphu Sub-Division still in it), before the new Diphu Division is carved out.

3 & 4. Salmara South-Mankachar and Abhayapuri Sub-Divisions (Goalpara area)

  • Salmara South-Mankachar goes to the new Dhubri Division. A vacant staff quarter at Dhubri may be used for the IP’s office.
  • Abhayapuri stays with Goalpara Division. One room of the rented Abhayapuri SO building may be used for the IP’s office.
Sub-DivisionHO / SO / BO (before)HO / SO / BO (after)
Dhubri1 / 14 / 1131 / 10 / 91
Bongaigaon0 / 16 / 1060 / 11 / 69
Kokrajhar1 / 13 / 1061 / 11 / 94
Goalpara1 / 17 / 1231 / 10 / 69
Salmara South-Mankachar (new)–0 / 10 / 59
Abhayapuri (new)–0 / 8 / 66
Total3 / 60 / 4483 / 60 / 448

Note: In the OM, Annexure-VI (meant for Salmara South-Mankachar) repeats the Hamren table by mistake. The Salmara South-Mankachar figures above come from Annexure-VII.

5. Baksa Sub-Division (HQ Mussalpur, Nalbari Barpeta Division)

Sub-DivisionHO / SO / BO (before)HO / SO / BO (after)
Barpeta1 / 13 / 1071 / 10 / 81
Nalbari East1 / 15 / 921 / 12 / 77
Nalbari West0 / 15 / 890 / 14 / 79
Pathsala0 / 18 / 940 / 14 / 72
Baksa (new)–0 / 11 / 73
Total2 / 61 / 3822 / 61 / 382

Note: The OM text gives Baksa’s headquarters as Mussalpur, but its Annexure-VIII says the office will be “at Hamren, in a rented building”, which looks like a copy error from the Hamren annexure.

What It Means for Staff

  • Group B and C staff: The Head of the Circle will redeploy them, in consultation with CIFA, the Head of Region or the Divisional Head.
  • Willingness first: Staff will be moved based on their willingness or request, to keep costs and inconvenience low.
  • Only live posts: Posts “deemed to be abolished” under DoE instructions cannot be used for redeployment.
  • Group A officers: Separate orders will come from the Postal Directorate. Until then, the new units will run through local arrangement or additional charge.
  • No new budget: Costs come from existing funds. Any new inspection vehicle needs separate approval.

One-Year Review

The Circle must grow revenue and improve the Expense Coverage Ratio (ECR) of new and old units. After one year, the before-and-after figures (concurred by CIFA) will go to the Establishment Division.

Why This Matters for Exam Aspirants

New divisions are a common India Post GK topic. Quick notes:

  • New Divisions: Diphu (from Nagaon and Cachar), Lakhimpur (from Sivsagar, Dibrugarh and Tinsukia) and Dhubri (from Goalpara)
  • Tinsukia Division merges into Dibrugarh Division
  • New Sub-Divisions: Charaideo (Sonari), Hamren, Salmara South-Mankachar, Abhayapuri and Baksa (Mussalpur)
  • ECR = Expense Coverage Ratio

New divisions can also bring new division-wise vacancy figures in future GDS to MTS, GDS to Postman and MTS to PA exams in the Assam Circle.
