What Has Changed in Karnataka Postal Circle?

Karnataka Circle is getting a new Western Karnataka Region with headquarters at Mangaluru. The Department of Posts has also given in-principle approval to move the South Karnataka Region headquarters from Bengaluru to Mysuru.

At the sub-division level, one new sub-division (Thirthahalli) is created and three (Benson Town, Kittur and Kundapura South) are reduced. No new division is created in this order.

The Office Memorandum (No. Y-38/25/2026-PE-II-DOP) was issued by the Establishment Division at Dak Bhawan on 12 October 2026. The changes start from 1 November 2026.

If you are preparing for an India Post Departmental Exam like GDS to MTS, GDS to Postman, MTS to PA or Postman to PA in the Karnataka Circle, note these down.

Quick Facts

  • Circle: Karnataka
  • New Postal Region: 1 (Western Karnataka, HQ Mangaluru)
  • Region HQ shift (in-principle): South Karnataka Region, Bengaluru → Mysuru
  • New Postal Divisions: None
  • New Sub-Division: Thirthahalli (Shivamogga Division)
  • Sub-Divisions reduced: Benson Town (Bengaluru East), Kittur (Belagavi) and Kundapura South (Udupi)
  • Effective date: 1 November 2026 (Western Region office to be set up by 31 October 2026)

New Western Karnataka Region

The new Western Karnataka Region is made by redistributing divisions from the existing HQ Region, North Karnataka Region and South Karnataka Region.

  • Headquarters: Mangaluru
  • Office: Mangaluru Head Post Office, so there is no rent to pay
  • Deadline: The CPMG must set up the office by 31 October 2026

So Karnataka Circle will now have four regions covering 34 divisions.

South Karnataka Region HQ to Move to Mysuru

The OM gives in-principle approval to shift the headquarters of South Karnataka Region from Bengaluru to Mysuru. The CPMG, Karnataka Circle will look for a departmental building in Mysuru, so that no rent is needed.

Sub-Division Changes

All four changes keep the same number of post offices. Only the supervising sub-division changes. (HO = Head Office, SO = Sub-Office, BO = Branch Office.)

1. New Thirthahalli Sub-Division (Shivamogga Division)

The vacant SPM Quarters at Thirthahalli, a departmental building, may be used for the new office.

In short: one sub-division is added and three are reduced, so Karnataka Circle has two fewer sub-divisions overall.

What It Means for Staff

  • Group B and C staff: The Head of the Circle will redeploy them, in consultation with CIFA, the Head of Region or the Divisional Head.
  • Willingness first: As far as possible, staff will be moved based on their willingness or request, to keep costs and inconvenience low.
  • Only live posts: Posts “deemed to be abolished” under DoE instructions cannot be used for redeployment.
  • Group A officers: Separate orders will come from the Postal Directorate. Until then, the new units will run through local arrangement or additional charge.
  • No new budget: Costs come from existing funds. Any new inspection vehicle needs separate approval.

One-Year Review

The Circle must grow revenue and improve the Expense Coverage Ratio (ECR) of new and old units. After one year, before-and-after figures (concurred by CIFA) will go to the Establishment Division.
