The Department of Posts has issued one of the biggest administrative orders of recent years. On 09.09.2026, the Establishment Division at Dak Bhawan issued the order for implementation of the Common Organizational Structure in all administrative units, in line with the Department’s hierarchy of Horizontal and Vertical.

What Exactly Has Changed?
The Directorate has now formulated and circulated the roles and responsibilities of four new functional heads:
- Head of Region
- Head – Logistics, Circle
- Head – Sales, Circle
- Head – Transportation, Circle

What Will Head – Logistics Control?
This is the important part for RMS and MMS staff. The Head – Logistics will be the controlling authority for:
- All RMS Divisions
- Foreign Post Office
- MMS units
- Integrated and other processing hubs
- All other logistics establishments in the Circle
And here is the line that directly affects staff: all matters relating to transfer/posting, establishment, staff, service and disciplinary matters of these units will now be dealt with and coordinated at the office of the Head – Logistics.
Main Roles and Responsibilities
- Provide dedicated leadership for Mail, Parcel and International Mail business, including Logistics Post.
- Lead the Circle’s middle-mile logistics operations (Inter / Intra Circle Mail Arrangement) — processing, sorting, hub operations and transportation.
- Oversee design, optimization and performance of the mail and parcel network as per PNOP and MNOP standards.
- Recommend network rationalization, restructuring or augmentation based on traffic volume, service requirements, efficiency, capacity utilization and financial viability.
- Ensure end-to-end accountability for timely processing, movement and transmission of mail and parcels.
- Oversee bulk and institutional sales relating to Mail, Parcel and International Mail.
- Monitor operational, commercial and financial performance through MIS and departmental tools.
- Establish an integrated performance monitoring and review mechanism for RMS, MMS, hubs and processing facilities.
- Coordinate with Head – Sales and Head – Transportation so that business commitments and operational capacity stay aligned.
- Perform any other function assigned or delegated by the CPMG.
Part C — Head, Sales (Circle)

Who Will Be Head – Sales?
- DPS / APMG / AD / ASP / IP will function as Head-Sales.
- Designation: Director (Sales) / APMG (Sales) / AD (Sales) / ASP (Sales) / IP (Sales).
- Level: JAG / STS / JTS / Group ‘B’ / ASPO / IPO, based on functional requirements, workload and business potential of the Circle.
Reporting Structure
- Head – Sales will report to the Head – Logistics, Circle.
- Will work in close coordination with the Head of Circle, Head of Region and Head – Transportation.
Main Roles and Responsibilities
- Develop the Circle’s sales and business-development strategy for bulk and institutional customers.
- Translate Circle-level revenue targets into segment-wise, product-wise and account-wise targets.
- Acquire high-potential bulk customers such as Government Departments, PSUs, e-commerce companies, banks, financial institutions, corporates, publishers, educational institutions and exporters.
- Develop customized end-to-end logistics solutions covering bulk booking, pickup, processing, transportation, delivery, returns, tracking, reporting and billing.
- Manage the full lifecycle of key accounts — lead generation, proposals, tenders/RFPs, onboarding, contracts, service-level monitoring, complaint resolution, renewals and cross-selling.
- Monitor revenue, volumes, sales pipeline, lead conversion, customer retention and profitability.
- Identify cross-selling and up-selling opportunities and give market feedback for product improvement.
- Monitor timely realization of revenue and receivables from bulk customers.
- Undertake other duties assigned by the Head of Circle or Head – Logistics.
Important Note in the Order
- Revenue targets for mails, parcel and international mails will continue to be assigned across Regions and Divisions.
- A sales force for Mail, Parcel and International Mail should work in close coordination with the Head Sales.

Part D — Head, Transportation (Circle)
Who Will Be Head – Transportation?
- DPS / APMG / AD / ASP / IP will function as Head-Transportation.
- Designation: Director (Transportation) / APMG (Transportation) / AD (Transportation) / ASP (Transportation) / IP (Transportation).
- Will report to the Head – Logistics, Circle.
- Will act as the nodal authority for transportation planning, coordination, performance monitoring and optimization in the Circle.
Main Roles and Responsibilities
- Design and maintain the Circle’s intra-Circle transportation network — routes, schedules, frequency, vehicle deployment, capacity and hub connectivity.
- Coordinate with adjoining Circles, RMS Divisions, Foreign Post Office, MMS units and hubs to synchronize intra-Circle and inter-Circle movement.
- Minimize missed connections, accumulation, avoidable detention and delays in transmission.
- Monitor departures, arrivals, transit times, route adherence, vehicle availability and load factors.
- Optimize route productivity, vehicle deployment and transportation costs, and assess the need for departmental vs outsourced capacity.
- Monitor transportation contractors for compliance with terms, statutory requirements and safety/security norms.
- Maintain transportation performance dashboards covering on-time departure/arrival, transit time, vehicle utilization, detention and cost per unit of traffic.
- Ensure compliance regarding vehicles, drivers, safety, security and documentation, and keep contingency plans ready for breakdowns, route disruptions, traffic restrictions and natural calamities.
- Recommend changes in routes, schedules, vehicle deployment and outsourcing to the PMG/DPS/APMG/AD – Logistics.
