What Is This Order About?

India Post has issued six clarifications on its new Common Organizational Structure for Circles, Regions and Divisions. The letter is dated 28 October 2026 and comes from the Establishment Division at Dak Bhawan, New Delhi.

The new structure was announced on 15.09.2026 and Circles had to put it in place by 30.09.2026. After that, Circles sent in many doubts. This letter answers them so that every Circle follows the same rules.

The Six Clarifications in Simple Words

1. Role of PMG Logistics / DPS Logistics

  • PMG or DPS Logistics will be the Regional Head for the RMS unit.
  • They will control all RMS Divisions, Foreign Post Office, International Business Center, MMS Units, processing hubs and other logistics offices in the Circle.
  • Transfer, posting, establishment, service and disciplinary matters for these units will be handled at the office of the Head-Logistics.

2. New role of AD (Mails, Parcel and CCS)

  • The Mails, Parcel and IR vertical (bulk and retail) will be headed by the Head-Logistics.
  • Head-Logistics will send targets and instructions on Mails, Parcel and IR to the Divisions. Earlier, APMG (Mails & BD) did this in some Circles.
  • So, AD (Mails, Parcel and CCS) under DPS (HQ) is renamed AD (CCS). Other Circle Office branches can also be given to AD (CCS), or CCS work can go to another group officer.

3. Marketing and Sales team

  • This vertical was created by letter No. Q-25/16/2025-PE-I-DOP dated 06.07.2026.
  • Head-Sales will pass targets and strategy for Mails, Parcel and IR to the Marketing and Sales team through the Divisions.
  • Targets for CCS, SB and PLI will go through DPS (HQ) and the Divisions.

4. Fewer Group Officers than branches

  • The number of branches given to one Group Officer should not be seen alone.
  • Circles should share out branches based on the type and volume of work and the right level for each decision.
  • This follows the Government’s idea of “Minimum Government, Maximum Governance” and Cabinet Secretariat OM No. 10/05/2025-CS(A) dated 16.06.2026 on flatter structures.
  • Circles must decide which officer level (CPMG, PMG, DPS, APMG, AD, SSPO, SPO, ASPO, IP) handles each subject, and cut out unnecessary file steps.

5. Number of Group Officers in Regional Offices

  • Two models are given (see the table below). Regions with more than 6 Divisions use Model-2; others use Model-1.

6. Dy. SPOs, SRM (HQ) and Superintendent (Sorting)

  • These PS Group ‘B’ posts were not shown in the new structure.
  • They will now be redeployed by Circles to the new Regions, Divisions or the Logistics Vertical, as needed.

Faster File Movement: Old vs New

The letter gives examples of how files can move through fewer hands. Fewer steps means faster decisions and less repeated work.

Office LevelOld PathNew Shorter Paths (any one, as suitable)
Circle / Regional OfficeOA โ†’ Supervisor โ†’ IP/ASP โ†’ APMG/AD โ†’ DPSOA โ†’ Supervisor or IP/ASP โ†’ APMG/AD โ†’ DPS/PMG; OA โ†’ IP/ASP โ†’ DPS/PMG; OA โ†’ APMG/AD โ†’ DPS/PMG; OA โ†’ IP/ASP โ†’ APMG/AD
Divisional OfficeOA โ†’ Supervisor โ†’ IP/ASP โ†’ SSPO/SPOOA โ†’ Supervisor or IP/ASP โ†’ SSPO/SPO; OA โ†’ SSPO/SPO; OA โ†’ IP/ASP

(OA = Office Assistant, the dealing assistant who first handles the file.)

The three steps Circles must follow:

  1. List the subjects handled at Circle, Regional and Divisional levels.
  2. Fix the right officer level to decide each subject.
  3. Remove extra processing levels, while keeping all required checks and approvals.

Regional Office Models

ModelGroup Officers (ADs)IP/ASPsUsed When
Model-123โ€“4Region has 6 or fewer Divisions
Model-234โ€“5Region has more than 6 Divisions

Circles can also consider revenue potential, number of staff and workload. Some branches may go straight to the IP/ASP level, so Group Officers can focus on bigger decisions.

Why This Matters for GDS, MTS, Postman and PA Aspirants

  • Your file may move faster. Leave, transfer, promotion and exam-related files should now go through fewer levels.
  • New reporting lines. RMS staff, sorting staff and mail and parcel staff will now come under the Head-Logistics for most service matters.
  • Exam GK topic. Terms like Head-Logistics, Head-Sales, AD (CCS), Regional Office models and “Minimum Government, Maximum Governance” can show up in the India Post Promotion Exam, MTS to PA Departmental Exam and Postman to PA Departmental Exam.
  • PA/SA work changes. Postal Assistants and Sorting Assistants working in Circle and Regional Offices will see new branch allocations and shorter file routes.

  4. Marketing and Sales vertical letter: Q-25/16/2025-PE-I-DOP dated 06.07.2026.
  5. Model-1: 2 ADs + 3โ€“4 IP/ASPs (6 or fewer Divisions). Model-2: 3 ADs + 4โ€“5 IP/ASPs (more than 6 Divisions).
