What Has Changed?
India Post has announced new rules for opening Branch Post Offices (BOs) and Sub Post Offices (SOs). The order came from the Establishment Division at Dak Bhawan, New Delhi on 26 October 2026 and applies with immediate effect.
These rules decide when a new post office can open, whether an old one stays, and when a BO can be upgraded to an SO. The new framework is built on three things: distance, population and income.
This is big India Post Latest News, and it is also a useful topic for anyone preparing for the GDS to MTS, GDS to Postman or MTS to PA departmental exams. Let’s go through it step by step.
Quick Facts of the Order
| Detail | Information |
|---|---|
| Letter No. | 40-30/2026-Plg |
| Date | 26.10.2026 |
| Issued by | Department of Posts (Establishment Division), Dak Bhawan, New Delhi |
| Sent to | All Heads of Postal Circles |
| Signed by | Dushyant Mudgal, DDG (Establishment) |
| Subject | Revision of norms for opening of Post Offices (BOs and SOs) |
| Approved by | Secretary (Posts) |
| Effective | Immediately |
| New norms | Annexure A of the letter |
Why Were the Norms Revised?
The old rules had not been changed in a big way for many years. Meanwhile, the way post offices work has changed a lot because of new digital tools like:
- Dak Mitra App
- India Post Payments Bank (IPPB)
- Core Banking Solution (CBS)
- Postal Life Insurance (PLI)
- APT 2.0
So the department ran a work study to check if the old norms still made sense. A Committee set up in December 2025 reviewed the findings. The Postal Services Board then accepted the Committee’s suggestions with some changes. These cover opening, retention, merger, relocation and upgradation of BOs and SOs.
The new rules also aim to make sure unbanked and underserved areas still get proper postal access.
New Norms for Opening a Branch Post Office (BO)
A new BO must meet three tests: population, distance and expected income.
| Norm | Normal Areas | Hilly, Tribal, Desert and Inaccessible Areas |
|---|---|---|
| Population | 3,000 in the group of villages, with at least 1,000 in the proposed village | 1,000 in the group of villages, with at least 500 in the proposed village |
| Minimum distance from nearest post office | 3 km | 3 km (Postal Directorate can relax this in special cases) |
| Expected income (population up to the limit) | 50% of the cost (up to 3,000 population) | 25% of the cost (up to 1,000 population) |
| Expected income (population above the limit) | 70% of the cost (above 3,000 population) | 35% of the cost (above 1,000 population) |
In simple words:
- In normal areas, a village cluster needs about 3,000 people for a new BO.
- In hilly, tribal and desert areas, the bar is much lower at 1,000 people.
- The new BO should be at least 3 km away from any existing post office.
- The BO should earn back a fixed share of its running cost. Bigger populations mean a higher income target because they have more business potential.
New Norms for Opening or Upgrading a Sub Post Office (SO)
In Rural Areas
| Area | Rule |
|---|---|
| Normal areas | Must be self-supporting for the first 3 years, then earn a 5% profit to continue |
| Hill and tribal areas | Must recover at least 75% of its cost in the first 5 years, then at least 90% after that |
In Urban Areas
| Point | Rule |
|---|---|
| Financial viability | Self-supporting for the first 3 years, then a 10% profit to continue |
| Minimum distance between two post offices | 2 km |
| Delivery post offices | At least 7 delivery beats in cities without Delivery Centres |
A few extra points for delivery offices:
- In cities that have Delivery Centres, the Delivery Centre norms apply, because delivery beats there are mechanized.
- The CPMG of a circle can relax the 7-beat rule for Delivery SOs that are needed in semi-urban areas without delivery facilities.
In simple words: urban SOs must earn more (10% profit) than rural ones (5% profit), and hill and tribal SOs get the most relief.
Notional Income of a Proposed BO/SO: The New Formula
Earlier, the rule only said the parent post office should not lose too much income when a new office opens. Now there is a clear formula to estimate how much income the new office will get.
A_2 = A_1 \times \frac{G_2}{G_1}
- A2 = expected (notional) income of the proposed BO/SO
- A1 = notional income of the parent BO/SO
- G1 = population served by the parent BO/SO
- G2 = population of the proposed BO/SO
Easy example: Suppose a parent BO earns ₹1,00,000 and serves 10,000 people. A new BO will serve 2,500 of them. Its notional income = 1,00,000 × (2,500 ÷ 10,000) = ₹25,000.
The old safety rule still applies: the parent office’s loss must not go beyond the allowed limit, and its income must not fall below the minimum.
Which Old Orders Are Replaced?
The new norms supersede these earlier instructions, to the extent they apply:
- Letter No. 1-36/77-PRP dated 21.10.1986
- Letter No. 1-2/90-PLG-I dated 20.03.1991
- O.M. No. 40-36/EFC/2002-Plg. (pt) dated 18.11.2005
- Any later instructions on the same subject
GM CEPT has also been asked to update the Online Establishment Portal to match the new rules.
Why This Matters for GDS, MTS, Postman and PA Aspirants
- More post offices can mean more posts. New BOs and SOs need GDS (BPM, ABPM, Dak Sevak), Postmen, MTS and Postal Assistants. Clear norms make it easier for circles to open offices where they are needed.
- A likely exam topic. Norms for opening BOs and SOs, notional income and the 3 km / 2 km distance rules are the kind of facts asked in the GDS to MTS Departmental Exam, GDS to Postman Exam, MTS to PA Exam and Postman to PA Exam. Add this to your India Post GK notes.
- Know your own office. If you are a GDS or BPM, these rules decide whether your BO stays open, merges or gets upgraded to an SO.
