India Post Makes International Shipping Cheaper for Big Customers
India Post has announced a new, simpler discount system for business customers who send mail and parcels abroad. Contractual customers, including aggregators, can now get up to 30% off on international EMS/Speed Post, ITPS (International Tracked Packet Service) and International Air Parcel. The new system starts from 1 November 2026.
The Office Memorandum was issued by the IR & GB Division, Dak Bhawan, on 12 October 2026, under number 71-14/2022-CF-DoP. It is signed by Shri Himanshu Chaudhary, Assistant Director General (IR), with the approval of the Director General (Postal Services).
Quick facts at a glance:
- Who it’s for: contractual customers, including aggregators
- Products covered: International EMS/Speed Post, ITPS and International Air Parcel
- Maximum discount: 30% (28% base + 2% for DNK/self-booking)
- Starts from: 1 November 2026, or once CEPT finishes the technical changes
- Replaces: the volume discount structure dated 3 September 2024
- Retail DNK customers: no change (2% on ITPS, 1% on EMS)
What Has Changed?
- Before: the volume discount was worked out separately for each product.
- Now: all eligible international revenue of a customer (EMS + ITPS + Air Parcel) is added together at the Customer ID level. The discount slab is decided on this combined monthly total.
In simple words, a business that sends some parcels by EMS and some by ITPS now gets credit for its total business, not for each product on its own. This can push many customers into a higher slab.
New Discount Slabs
| Combined monthly revenue | Base volume discount | Extra DNK/self-booking discount | Maximum discount |
|---|---|---|---|
| Up to ₹25,000 | 0% | 2% | 2% |
| ₹25,001 – ₹1,00,000 | 4% | 2% | 6% |
| ₹1,00,001 – ₹2,00,000 | 6% | 2% | 8% |
| ₹2,00,001 – ₹5,00,000 | 9% | 2% | 11% |
| ₹5,00,001 – ₹20,00,000 | 12% | 2% | 14% |
| ₹20,00,001 – ₹50,00,000 | 14% | 2% | 16% |
| ₹50,00,001 – ₹1,00,00,000 | 18% | 2% | 20% |
| ₹1,00,00,001 – ₹2,00,00,000 | 21% | 2% | 23% |
| ₹2,00,00,001 – ₹5,00,00,000 | 24% | 2% | 26% |
| Above ₹5,00,00,000 | 28% | 2% | 30% |
How the two parts work:
- The base discount applies to all eligible revenue, based on your combined monthly total.
- The extra 2% applies only to revenue booked through the DNK Portal or self-booking.
- So the “maximum discount” is reached only on revenue that is booked through DNK/self-booking.
A Simple Example
Say a seller’s combined international revenue in a month is ₹3,00,000 (before taxes). That puts them in the 9% base slab.
- All booked through the DNK Portal: 9% + 2% = 11%, so the discount is ₹33,000.
- Half (₹1,50,000) through DNK, half at the counter: 9% on ₹3,00,000 = ₹27,000, plus 2% on ₹1,50,000 = ₹3,000. The total discount is ₹30,000.
This example is only for illustration. Actual discounts depend on eligible revenue after reconciliation by the Department.
Key Rules to Know
- Taxes are excluded. The discount is calculated on eligible revenue without taxes.
- Monthly slab. The slab is fixed for each monthly billing cycle, based on revenue recorded against your Customer ID, after reconciliation and checks.
- Many locations, one account. Customers under the National Account Facility (NAF) who book from several places get all that revenue combined under one Customer ID.
- Other rules stay the same. Eligibility, approving authorities, payment modes, credit, advance deposit, billing, security deposit, pick-up and NAF rules continue as before, unless this OM changes them.
- Retail DNK customers: if you are not a contractual customer and book through the DNK/self-booking portal, you still get 2% on ITPS and 1% on EMS, as now.
When Does It Start?
The new structure comes into force from 1 November 2026, or from the date CEPT finishes the needed technical changes, whichever applies. If the date changes, it will be announced separately. It replaces the volume discount structure in the OM dated 3 September 2024.
What Post Offices and Circles Must Do
- Map every existing contractual and bulk customer to the correct Customer ID.
- Make sure booking offices record customer and contract details correctly, so revenue is combined properly.
- Inform existing contractual customers about the new structure.
- CEPT will make the IT changes needed for combining revenue and applying the discounts.
