What Has Changed in J&K Postal Circle?

The Department of Posts has approved a fresh set of changes for the Jammu & Kashmir Postal Circle. Two big divisions, Srinagar and Jammu, were carrying a very large number of post offices. To make supervision easier and to push business and revenue, each of them is now being split.

The Office Memorandum (No. Y-38/21/2026-PE-II-DOP) was issued by the Establishment Division at Dak Bhawan, New Delhi, on 12 October 2026, and the changes take effect from 1 November 2026.

If you are preparing for an India Post Departmental Exam like GDS to MTS, GDS to Postman, MTS to PA or Postman to PA, this is the kind of news that can show up in India Post GK questions. So it is worth a quick read.

  • New Postal Sub-Divisions: 2 (Billawar and Qazigund)
  • New Postal Region: None
  • Divisions split: Srinagar Division and Jammu Division
  • Effective date: 1 November 2026
  • Circle proposal: No. Est-014/11/2026-Estt-J&K-556091 dated 16.09.2026

New Divisions: Anantnag and Kathua

1. Anantnag Postal Division (carved out of Srinagar Division)

The new division will have its headquarters at Anantnag and will work from the upper/first floor of Anantnag Head Post Office.

ParticularsSrinagar Division (before)New Anantnag DivisionSrinagar Division (after)
Sub-Divisions050303
Head Offices020101

Branch Offices371188193

Why do the numbers go up after the split?

  • One Sub-Office, Banihal, is moving in from Udhampur Postal Division. That is why Sub-Offices go from 79 to 80 (23 + 57).
  • Ten Branch Offices under Banihal SO also move in. That is why Branch Offices go from 371 to 381 (188 + 193).
  • One new Sub-Division (Qazigund) is created, so Sub-Divisions go from 5 to 6.

2. Kathua Postal Division (carved out of Jammu Division)

The new division will have its headquarters at Kathua and will work from the upper/first floor of Kathua Head Post Office.

Here nothing comes in from outside. The 87 Sub-Offices and 295 Branch Offices are simply shared between the two divisions. The only addition is the new Billawar Sub-Division.

New Sub-Divisions: Billawar and Qazigund

1. Billawar Postal Sub-Division (under Kathua Division)

Billawar Sub-Division is made by reorganising the Akhnoor, Central, Gandhinagar and Kathua Sub-Divisions of Jammu Division. To begin with, it will run from a rented building at Billawar.

Gandhinagar1336313147
Kathua11712511278
Billawar (new)–––0763

In simple words: Billawar gets 7 Sub-Offices and 63 Branch Offices, taken mainly from Kathua (5 SOs, 47 BOs) and Gandhinagar (2 SOs, 16 BOs) Sub-Divisions. Akhnoor and Central stay as they are.

2. Qazigund Postal Sub-Division (under Anantnag Division)

Qazigund Sub-Division is made by reorganising the Anantnag, Pulwama, South, North and West Sub-Divisions of Srinagar Division. It also gets one Sub-Office and ten Branch Offices from Udhampur Postal Division. It will work from the existing departmental building at Qazigund.

Which Sub-Division goes where?

The OM does not list this by name, but the numbers add up exactly like this:

  • Anantnag Division (3): Anantnag, Pulwama and Qazigund → 23 SOs and 188 BOs
  • Srinagar Division (3): South, North and West → 57 SOs and 193 BOs
  • Kathua Division (2): Kathua and Billawar → 19 SOs and 141 BOs
  • Jammu Division (3): Akhnoor, Central and Gandhinagar → 68 SOs and 154 BOs

Note: In Annexure-I of the OM, the footnote about the 10 Branch Offices from Banihal SO is placed against the residual Srinagar column, while Annexure-IV says these BOs go to Qazigund (Anantnag Division). The final office list from the J&K Circle will make this clear.

What It Means for Staff

  • Group B and C staff: The Head of the Circle will redeploy them, in consultation with CIFA and the Head of Region/Divisional Head.
  • Willingness first: As far as possible, staff will be shifted on the basis of their willingness or request, to keep costs and inconvenience low.
  • Only live posts: Posts moved must be live posts, not posts that are “deemed to be abolished” under DoE OM dated 01.04.2024.
  • Group A officers: Separate orders will come from the Postal Directorate. Until then, the new units will run through local arrangement or additional charge.
  • No extra budget: Costs will be met from existing budget. Any new inspection vehicle needs a separate approval.

Performance Review After One Year

The Circle has to push revenue and improve the Expense Coverage Ratio (ECR) of both new and old units. After one year, the financial and workload performance will be reviewed, and ECR figures before and after the split (concurred by CIFA) will be sent to the Establishment Division.

Why This Matters for Exam Aspirants

Departmental exams often ask about India Post circulars, new units and recent changes. Keep these points in your notes:

  • J&K Circle gets two new divisions: Anantnag (from Srinagar) and Kathua (from Jammu).
  • Two new sub-divisions: Billawar (Kathua Division) and Qazigund (Anantnag Division).
  • Banihal SO and 10 BOs move from Udhampur Division into the Kashmir side.
  • ECR = Expense Coverage Ratio.

This is part of the nationwide rationalization drive in which many circles, from Punjab and Rajasthan to Odisha and Kerala, got new regions, divisions and sub-divisions from 1 November 2026.
