Important Conditions in This Order — Explained Simply
The order has 9 paragraphs after the name list. These are not just formalities. Each one affects your service record. Let me explain them one by one.
1. Vigilance or Disciplinary Case Pending
If any vigilance or disciplinary case of the type referred to in DoP&T O.M. No. 22011/2/86-Estt (A) dated 12.01.88 is pending against an official, that official should not be relieved for posting without specific orders from the appropriate authority.

In simple words — name in the list does not automatically mean relieving. Pending case means the case must be cleared first.
2. Punishment Currently Running
If any punishment is currently in force against an official, the official cannot be promoted until the currency of that punishment expires.
So if a penalty period is still running, promotion waits till that period ends.
3. Posting Orders by Divisional Head
The Divisional Head concerned shall issue posting orders immediately on receipt of this order for the officials allotted to their Division.
So officials should follow up with their own Divisional Office for the posting order.
4. Pay Fixation Rules — Very Important
Two different situations here:
- If the official has already been placed in Pay Matrix Level 5 under the MACP scheme and got pay fixed — the official is not eligible for fixation of pay on this promotion.
- Otherwise — the official may exercise the option under FR 22(I)(a)(1) for fixation of pay within one month from the date of issue of posting orders.
That one-month window is strict. Miss it and the option is gone. Anyone who is not already at Level 5 through MACP should give the option letter in writing without delay.
5. What Happens If You Refuse the Promotion
This is the most important paragraph in the whole order. Read it carefully.
If an official refuses the LSG promotion now offered:
- The official will not be eligible for regular or officiating promotion to LSG for one year from the date of refusal.
- Such official shall not be eligible for further financial upgradation under MACPS until the official agrees to be considered for promotion again, as per DoPT O.M. No. 35034/3/2008-Estt.(D) dated 19.05.2009.
- As per DoPT ID Note No. 35034/6/2025-PPD(MACP) dated 20.01.2025, the period from the date of refusal till its acceptance shall not be treated as stagnation and will not be counted while determining the period of service for granting financial upgradation under the MACP Scheme.
Let me say it plainly. Refusing promotion is not a free choice. It blocks LSG for one year, it freezes your MACP financial upgradation, and that refusal period does not even count towards your MACP service. Think properly and talk to your union or senior before refusing.
6. Immediate Relieving
Wherever movement of officials is contemplated as per this order, they should be relieved immediately on issue of the posting order. No delay from the office side.
7. The 30-Day Rule
If an official fails to assume charge in the promoted post within 30 days from the date of issue of the posting order, it will be presumed that the official has declined the promotion offered.
So joining within 30 days is compulsory. Silence is treated as refusal, and then paragraph 5 above starts applying.
8. How to Formally Decline
If an official is genuinely not willing to accept the promotion, a representation declining the promotion may be submitted to the Regional or Circle Office concerned.
Do it in writing, through proper channel. Do not just stay silent.
