India Post is redrawing its administrative map. A presentation titled “Administrative Unit Rebalancing – Kerala Circle”, dated 11 August 2026, sets out how Sub-Divisions, Divisions and Regions in Kerala Circle are proposed to be reorganised.
This post explains the proposal in simple language — the summary numbers, division-by-division changes, the new Wayanad Division, and what it could mean for employees.
Important note first: The presentation is clearly marked “ILLUSTRATIVE” and described as an Illustrative Review | 2026. This means it is a proposal / draft under review, not a final order. Nothing becomes effective until a formal order is issued by the competent authority. Some figures in the deck also differ between slides, which is normal in a working draft.

In short:
- Sub-Divisions see the biggest cut — 15 fewer.
- Divisions come down by 4 net, with 1 new Division created.

Part 1: Sub-Division Rebalancing (75 → 60)
Why It Is Being Done
The main problem the deck highlights is uneven distribution of Branch Offices (BOs):

Part 2: Division Rebalancing (24 → 20)
Here the department is merging adjoining divisions to balance workload, and creating one brand-new Division.
Action Mix

Interestingly, the range of units stays the same before and after — Sub-Divisions per Division stay at 2–4, POs per Division at 30–105, BOs per Division at 60–239. The aim is a better spread inside that range, not a change in the range itself.

The New Wayanad Division
The single biggest structural addition in the proposal is a new Wayanad Division.

Wayanad is a hilly district with a very different service geography from coastal Kerala. Carving it out as a separate Division gives it dedicated administrative attention instead of being managed from Thalassery.
Part 3: Region Rebalancing — No Change
This is the simplest part of the proposal. All three Regions stay as they are.

One point worth noting: the HQ Region generates the highest revenue (583.39) with the fewest divisions and the smallest area — which shows how concentrated business is around the headquarters belt.
What This Could Mean for Employees
Restructuring always raises questions among staff. Based purely on what the presentation shows:
- Fewer Sub-Divisions means fewer ASP/IP jurisdictions, with each one covering a wider area.
- Merged Divisions will have larger Divisional Offices with higher sanctioned strength (Ernakulam at 1170, Kannur and Calicut at 725 each).
- Workload per unit becomes more even — no Sub-Division should be left with 87 BOs while another has 10.
- A new Wayanad Division means new posts and a new Divisional Office setup in a hilly district.
- No change at Region level, so Regional Office postings are not directly affected.
Again, this is an illustrative proposal. Transfers, postings and cadre implications will only be clear when a formal order and staff proposal is issued. Employees should wait for the official circular rather than rely on any forwarded PDF.
