Big update for MTS officials in Uttarakhand. The Office of the Chief Postmaster General, Uttarakhand Circle, Dehradun has declared the result of the Limited Departmental Competitive Examination (LDCE) for promotion to the posts of Postman and Mail Guard from eligible MTS officials.
The result memo — Memo No. Rectt./2-5/2026, dated 16-09-2026 — has been issued along with the consolidated marks list (Annexure-I) and the final result (Annexure-II).

Important note on Paper-I marks revision:
- 5 questions were deleted in Paper-I.
- Maximum marks of Paper-I revised from 95 to 90 marks.
- Maximum marks of Paper-I & II combined fixed at 140 marks.
- Qualifying marks were fixed accordingly, as per Directorate letter No. A-34012/02/2022-DE dated 21.09.2023.
No reservation in promotion:
- LDCE is a promotional examination.
- There is no reservation in promotion for OBC and EWS candidates.
- OBC and EWS candidates had to clear the UR qualifying percentage.
Paper-III Structure (Good to Know)
Paper-III of 50 marks was split into two parts:
- OMR-based portion: 30 marks
- Descriptive portion: 20 marks
- Total: 50 marks
So yes — descriptive writing matters. Many candidates lose marks here because they only practise MCQs.

Cut-Off & Trend Analysis (Read This Carefully)
Here is what the numbers actually tell you:
- Topper’s score: 122 out of 140 in Paper-I & II — Sagar Singh Bisht, Dehradun Division.
- Top 5 all scored above 104, showing the level of competition at the top.
- UR qualifying mark: 56/140. Several UR candidates qualified close to this line.
- SC/ST qualifying mark: 46.20/140. The ST candidate at Sl. No. 29 qualified with 52 marks.
- Success rate: Roughly 29 out of 56 candidates qualified — about 52%. Almost half the candidates could not clear it.
Why candidates failed:
- Some scored well in Paper-I & II (for example 102 and 98 marks) but failed DEST or remained absent for DEST.
- A few scored as low as 0.46, 0.47, 8.33 and 17.27 in DEST — clearly a typing speed problem, not a knowledge problem.
- At least three candidates with strong written marks were marked “Absent” for DEST and lost the opportunity entirely.
The single biggest lesson: You can top the written paper and still lose everything in DEST. DEST requires 75% for UR (18.75/25) and 60% for SC/ST/PWD (15/25). That is a high bar.
Important Instructions in the Result Memo
- The selection is purely provisional, subject to fulfilment of conditions under relevant Recruitment Rules.
- No provisional candidate should be given appointment without regularization of candidature.
- Divisions/Regions must verify the current status of candidature before issuing the appointment order.
- Officials with pending vigilance or disciplinary cases, or those undergoing punishment, should not be promoted. Such cases are to be referred back to Circle Office as per Directorate letter No. X-7/6/2022-SPN-II dated 17.05.2023, amended on 22.09.2023 and 04.03.2024.
- Name, Roll Number, Category and DOB details are based on information furnished by Regions/Divisions. Divisions must cross-check with service records before issuing appointment or relief orders.
- If any candidate is later found ineligible, or any error is found, the name will be deleted from the select list.
- The result is subject to orders in any case pending before any court of law and to changes in the merit list due to any unforeseen reason.
- Division-wise Postman/Mail Guard vacancies notified vide office letter dated 03.09.2026 are to be treated as final.

- 1. Treat DEST as a main paper, not a formality. More candidates failed because of DEST than because of the written paper. Practise typing for 20 to 30 minutes every single day.
- 2. Never skip DEST. Being marked “Absent” wastes an entire year of preparation and an entire vacancy cycle.
- 3. Practise descriptive writing. Paper-III carries 20 descriptive marks out of 50. MCQ-only preparation is incomplete preparation.
- 4. Solve previous year papers. India Post previous year question papers and GDS to Postman previous year question papers repeat concepts. This is the fastest way to learn the exam pattern.
- 5. Aim well above the qualifying mark. UR qualifying was 56/140, but toppers crossed 120. Vacancies are limited and selection is merit-based.
