Post Office 5-Year Time Deposit Premature Closure: New Clarification (2026)

India Post has issued a new clarification. It is about 5-year Time Deposit (TD) accounts. This update matters if you closed, or plan to close, your TD account early, after completing four years.

Let’s understand it in simple words.


What Is This Notice About?

This is an official letter from the Department of Posts, Financial Services Division, New Delhi, dated 24.07.2026.

  • It is addressed to the Chief Postmaster General, Andhra Pradesh Circle.
  • Subject: clarification on premature closure of 5-year Time Deposit accounts, after completion of four years.
  • It specifically covers accounts opened between 12.12.2019 and 09.11.2023.
  • The key question was: does the 2% deduction rule apply to these accounts or not?

Background: Why Was Clarification Needed?

  • Andhra Pradesh Circle had earlier raised this doubt, through a letter dated 20.11.2024.
  • The matter was then sent to the Department of Economic Affairs (DEA), Ministry of Finance, for a final answer.
  • DEA responded through an Office Memorandum dated 16.07.2026.

The confusion was around a rule change. A notification, G.S.R. 830(E) dated 07.11.2023, brought an amendment. This amendment came into effect through SB Order 22/2023, starting 09.11.2023.

The question: does this new rule apply to old accounts too, or only new ones opened after that date?


The Final Clarification, In Simple Terms

Here is what has now been clarified:

  • The amendment dated 07.11.2023, effective from 09.11.2023, applies only to Time Deposit accounts opened on or after 09.11.2023.
  • Any TD account opened before 09.11.2023 will continue to follow the older rules. These are the provisions under the National Savings Time Deposit Scheme, 2019, as they existed before this amendment.

So, in short: old account, old rule. New account, new rule.


What This Means for 5-Year TD Accounts Opened Between 12.12.2019 and 09.11.2023

This is the most important part for depositors.

If you had:

  • A 5-year Time Deposit account
  • Opened between 12.12.2019 and 09.11.2023
  • And you closed it prematurely, after completing four years

Then here is how your interest will be calculated:

  • Your interest will be paid at the rate applicable for a 3-year Time Deposit
  • Minus 2 percentage points
  • As per Rule 8(c) of the National Savings Time Deposit Scheme, 2019
  • This is the rule as it existed before the 2023 amendment

Simple summary: old-rule accounts get old-rule treatment, even during premature closure calculations done now, in 2026.

This means every postal circle in India, not just Andhra Pradesh, should apply this same rule when handling similar TD premature closure cases.
