Post Office 5-Year Time Deposit: Premature Closure Rules Clarified (2026)

The Ministry of Finance has issued a fresh clarification. It is about premature closure of 5-year Time Deposit (TD) accounts under the Post Office savings system. This update matters for account holders and postal staff. It also matters for candidates preparing for India Post Departmental Exam and India Post GK, since postal savings scheme rules are a common topic in current affairs sections.

This blog explains the update in simple language.

What Is This Office Memorandum About?

  • Issued by: Ministry of Finance, Department of Economic Affairs (Budget Division)
  • Reference Number: F. No. 1/17/2024-NS
  • Date of Issue: 16.07.2026
  • Subject: Premature closure of 5-year Time Deposit (TD) accounts after completion of four years – applicability of 2% deduction, in respect of accounts opened between 12.12.2019 and 09.11.2023
  • Reference Note: DoP ID Note No. 10/27/2024-FS-DoP dated 18.12.2025
  • Signed By: Deepak Singh, Deputy Director (Budget Division), Department of Economic Affairs

What Does the Clarification Say?

Here is the update explained in simple points:

  1. Amendment Applicability: Amendments notified through G.S.R. 830(E) dated 07.11.2023, which came into force on 09.11.2023, apply only to Time Deposit accounts opened on or after 09.11.2023.
  2. Old Accounts Continue Under Old Rules: Time Deposit accounts opened before 09.11.2023 will continue to be governed by the provisions of the National Savings Time Deposit Scheme, 2019, as it existed before the amendment.
  3. Premature Closure Rule for Old Accounts: For 5-year Time Deposit accounts opened before 09.11.2023, if they are closed prematurely after completing four years, the interest payable will be calculated at the rate applicable for the corresponding 3-year Time Deposit, minus two percentage points. This follows Rule 8(c) of the National Savings Time Deposit Scheme, 2019, as it applied before the amendment.
  4. This clarification has been issued with the approval of the Competent Authority.

Why This Clarification Was Needed

Many depositors and postal staff had questions. They wanted to know which rule applies to Time Deposit accounts opened before the 2023 amendment. This memorandum settles the confusion by clearly stating that old accounts (opened between 12.12.2019 and 09.11.2023) will follow the old premature closure rule, not the new one.
