What Has Changed in Tamil Nadu Postal Circle?

Tamil Nadu Circle is getting a big makeover. The Department of Posts has approved a new Pondicherry Region, two new divisions (Ambattur and Perambalur), and the merger of Chennai City Central Division. Five sub-divisions are also being merged into their neighbours.

The Office Memorandum (No. Y-38/28/2026-PE-II-DOP) was issued by the Establishment Division at Dak Bhawan on 12 October 2026. All changes start from 1 November 2026.

If you are preparing for an India Post Departmental Exam such as GDS to MTS, GDS to Postman, MTS to PA or Postman to PA, and especially if you work in the Tamil Nadu Circle, these new names are worth noting down.

New Pondicherry Region

The new Pondicherry Region is made by taking divisions out of the Chennai City Region and the Central Region. After this, Tamil Nadu Circle will have five regions.

Office for the new Region: A vacant plot is available in the Lawspet area of Pondicherry for the Regional Office. Until a new building comes up there, the Circle will run the Regional Office from a rented building.

Sub-Division Mergers

No new sub-division is created by splitting. Instead, smaller sub-divisions are merged so that each one has a better workload. Here are all five changes, with the office counts from the OM. (HO = Head Office, SO = Sub-Office, BO = Branch Office.)

1. Madurai City Sub-Division (Madurai Division)

Madurai South and Madurai North are merged into a new Madurai City Sub-Division. It will work from the existing Madurai South Sub-Division/Division office.

2. Nagercoil Sub-Division (Kanniyakumari Division)

Nagercoil East and Nagercoil West are merged into one Nagercoil Sub-Division. It will work from the old Nagercoil East office in the Kottar Sub-Office building.

In short: Tamil Nadu ends up with five fewer sub-divisions than before (2 pairs become 2 single units, and 3 are closed).

What It Means for Staff

  • Group B and C staff: The Head of the Circle will redeploy them, in consultation with CIFA and the Head of Region/Divisional Head.
  • Willingness first: Staff will be moved based on their willingness or request, to keep costs and inconvenience low.
  • Only live posts: Posts that are “deemed to be abolished” under DoE instructions cannot be used for redeployment.
  • Group A officers: Separate orders will come from the Postal Directorate. Until then, new units will run through local arrangement or additional charge.
  • No new budget: Costs will be met from existing funds. Any new inspection vehicle needs separate approval.

One-Year Review

The Circle must push revenue and improve the Expense Coverage Ratio (ECR) of both new and old units. After one year, the results (before vs after, concurred by CIFA) will be sent to the Establishment Division.
