PLI/RPLI Big Update 2026: Succession Certificate Waiver Limit May Rise from ₹3 Lakh to ₹5 Lakh

Good news may be on the way for families claiming Postal Life Insurance (PLI) and Rural Postal Life Insurance (RPLI) death claims.

The Directorate of Postal Life Insurance has issued a letter dated 05.08.2026 proposing two important changes — raising the succession certificate waiver limit from ₹3,00,000 to ₹5,00,000, and giving waiver powers to Senior Postmasters and Postmasters of all Head Post Offices.

First, What Is a Succession Certificate?

In simple words:

  • When a PLI or RPLI policy holder dies, the claim amount goes to the nominee.
  • But sometimes there is no nomination in the policy, or the nominee has died before the insured.
  • In such cases, the department needs legal proof of who the rightful heir is. That legal proof is a succession certificate issued by a court.
  • Getting a succession certificate takes months, court visits, lawyer fees and paperwork — which delays the claim for a grieving family.

To avoid this hardship in small-value claims, the department already allows a waiver of the succession certificate up to a certain amount. That limit is what the new proposal wants to raise.


What Is Being Proposed

Proposal A — Higher Monetary Limit

  • The existing waiver limit is ₹3,00,000 (Three Lakhs).
  • It is proposed to be raised to ₹5,00,000 (Five Lakhs).
  • This applies in PLI/RPLI death claims where no nomination exists or where the nominee has predeceased the insured.

What it means in practice: If approved, a family claiming up to ₹5 lakh would no longer need to go to court for a succession certificate.

Proposal B — Delegation of Powers

  • Powers to waive the succession certificate are proposed to be delegated to Senior Postmasters and Postmasters of all Head Post Offices.
  • This is subject to fulfilling the conditions and document requirements already mentioned in letter No. 25-01/CLF/2012-LI (Vol-I) dated 07.01.2019.

What it means in practice: Settlement decisions could be taken at the Head Post Office level instead of travelling up to a higher authority — which should cut down waiting time significantly.


Why the Department Is Doing This

The letter states the background clearly:

  • Requests were received from a few Circles asking for revision of the existing monetary limit and extension of delegation of powers.
  • The stated objective is quicker settlement of death claims and improving service delivery.

So this is not a top-down idea — it has come from field feedback about how long claim settlement actually takes.


Important: This Is Still a Proposal

Please read this part carefully before forwarding the news:

  • The letter says the Directorate is “examining a proposal” — nothing has been sanctioned yet.
  • Before taking a final view, the Directorate decided to obtain comments and inputs from all Circles.
  • Circles were asked to send their inputs by 10.08.2026 positively, to enable examination of the proposal and further necessary action.

So the correct position today is: the ₹5 lakh limit is proposed, not effective. The revised limit will apply only after a formal order is issued. Until then, the existing ₹3,00,000 limit continues.

  • Families of deceased PLI and RPLI policy holders, especially in rural areas where court procedures are hardest to complete.
  • RPLI claimants in particular — RPLI is designed for rural India, where legal formalities create the most difficulty.
