What Is This Letter About?
The Bharatiya Postal Employees Association, Postman & MTS (BPEA) has asked the Department of Posts for four benefits for Mail Overseers. They are a Saturday holiday, better petrol or mileage support, one extra increment, and a higher Pay Level than Postmen.
This is a demand letter from an association, not a government order. None of these benefits has been approved yet.
The letter is dated 5 October 2026 and addressed to the Secretary, Department of Posts, Dak Bhawan. It is signed by Shri Khyali Ram Sharma, General Secretary of BPEA (affiliated to BPEF/BMS). The reference number is BPEA/P4/2026/Mail-Overseers/01.
Quick facts at a glance:
- Letter date: 5 October 2026
- Written by: Bharatiya Postal Employees Association, Postman & MTS
- Sent to: Secretary, Department of Posts
- Cadre covered: Mail Overseers
- Current Pay Level: Level 5, the same as Postmen
- Number of demands: 4
- Status: representation only, awaiting the Department’s decision
Who are Mail Overseers?
Mail Overseers are field supervisors. As the association explains, their work includes:
- Visiting Branch Post Offices regularly
- Inspecting and checking postal records and transactions
- Monitoring how Branch Post Offices are working
- Collecting information and sending reports to senior officers
They are the main link between the department and the rural Branch Post Office network.
The 4 Demands Explained Simply
1. Saturday holiday or five-day work week
- The problem: Mail Overseers mostly work with Sub-Divisional offices, which follow a five-day week. But Mail Overseers still work six days, like operative staff.
- The demand: include Mail Overseers in the five-day work week, or give them Saturday as a weekly holiday wherever field duties allow.
- Why: equal working conditions and better work-life balance.
2. Petrol allowance or higher mileage
- The problem: many Branch Post Offices are in rural and remote areas with poor public transport. Mail Overseers often use their own two-wheelers and pay for fuel and repairs from their own pocket. The current TA/mileage payment does not cover this.
- The demand: either (a) a Petrol or Conveyance Allowance like the one Postmen get, or (b) a higher mileage rate for official trips on their own two-wheelers.
3. One extra increment or a supervisory allowance
- The problem: a Mail Overseer checks records, finds mistakes and reports to senior officers. This is very different from normal Postman duties, but the pay does not show it.
- The demand: one additional increment as a special incentive. If not, a Supervisory or Special Allowance until the cadre is fully restructured.
4. Higher Pay Level than Postman
- The problem: Mail Overseers are on Pay Level 5, the same as Postmen, even with extra supervisory work.
- The demand: restructure Mail Overseer as a separate supervisory post and place it in a Pay Level higher than Postman.
- Suggested process: the association asks that the matter be examined with the Personnel Division and the Integrated Finance Wing, and sent to the competent authority for approval if needed.
| Demand | What is asked | Option if not accepted |
|---|---|---|
| Working days | Five-day week | Saturday as weekly holiday |
| Travel cost | Petrol/Conveyance Allowance like Postmen | Higher mileage rate |
| Recognition | One extra increment | Supervisory/Special Allowance |
| Pay | Pay Level above Level 5 | Cadre restructuring as a supervisory post |
What Happens Next?
The Department of Posts will now look at the representation. Changes in pay level or allowances usually need approval from the finance side and the competent authority, so they can take time. Until an official order is issued, the current rules continue:
- Six-day working for Mail Overseers
- Existing TA/mileage rules
- Pay Level 5
We will update this post if the Department replies or issues any order.
